The Study Of Optimization Path Of Farmers’ Participation In Villagers’ Self-Governance Under The Background Of Rural Revitalization

As the core content of rural governance system,Villagers’ Self-Governance is not only an important element of China’s democratic political system,but also a vital part and important institutional guarantee of rural revitalization strategy.Accelerating and improving the system of Villagers’ Self-Governance is conducive to the scientific construction of the rural governance system,and also provides institutional design and support in terms of democratic participation for the rural revitalization strategy.The implementation of the system of Villagers’ Self-Governance fully embodies the position of the people as master of the country and embodies the inherent feature of socialist democratic politics.Promoting the practice of Villagers’ Self-Governance and optimizing the path of farmers’ participation in Villagers’ Self-Governance is the key link to adhere to the combination of autonomy,the rule of law and rule by virtue,which can foster the modernization of the state governance system and governance capacity.The advancement of the rural revitalization strategy will provide talent security,material foundation and political conditions for the development and improvement of Villagers’ Self-Governance.Therefore,it is of great theoretical and practical value to study the shortcomings and optimization path of farmers’ participation Villagers’ Self-Governance under the background of rural revitalization.On the basis of expounding the value and opportunity of Villagers’ Self-Governance under the background of rural revitalization and sorting the domestic and overseas research on Villagers’ Self-Governance,especially farmers’ participation,according to the survey in the G Town of the B City in Guangxi Province,first of all,this paper summarizes the current situation of farmers’ participation in Villagers’ Self-Governance,and the shortcomings of farmers’ participation in Villagers’ Self-Governance from three aspects: participation breadth,participation depth and participation form.Secondly,according to the relevant theories,this paper analyzes the reasons for the deficiency of farmers’ participation in Villagers’ Self-Governance from five elements: willingness to participate,ability to participate,conditions for participation,participation system and participation guarantee.Finally,the optimization path of farmers’ participation in Villagers’ Self-Governance is put forward from five aspects,as follows: 1.Vigorously developing collective economy,improving the democratic political consciousness of rural population in order to improve farmers’ willingness to participate in Villagers’ Self-Governance;2.Improving the quality of rural basic education,strengthening farmers’ legal education of Villagers ’Self-Governance in order to enhance farmers ’ability to participate in Villagers’ Self-Governance;3.Promoting the handover of Villagers’ Self-Governance to lower basic unit,ensuring the rights of migrant farmers to participate in Villagers’ Self-Governance,improving the village cadres’ incentive mechanism to create convenient conditions for farmers’ participation in Villagers’ Self-Governance;4.Improving the Constitution,the Organic Law of Villagers Committees and the supporting laws and regulations of Villagers’ Self-Governance in order to improve the legal system for farmers to participate in Villagers’ Self-Governance participation;5.We will improve the guarantee mechanism of "four democracies",establish a sound relief system for Villagers’ Self-Governance to improve the guarantee mechanism of farmers’ participation in Villagers’ Self-Governance.
