At the present time,China’s social transformation has entered a new stage,and the adjustment of social interest patterns and the differentiation of interest groups inevitably lead to social conflicts and disputes.China has a variety of mechanisms for resolving conflicts and disputes,and the research on mechanisms has also undergone a transformation from strengthening,adding value,to joint governance and sharing.At present,China’s dispute resolution mechanism is in the transition stage from multiple dispute resolution to improving the connection of multiple dispute resolution subjects.The drawbacks of the multiple dispute resolution mechanism have been exposed,while the one-stop multiple dispute resolution mechanism that emphasizes connecting multiple dispute resolution entities is still in its early stages of operation,and its construction and development are not yet perfect.Therefore,this paper takes the improvement of community-level social conflict resolution ability as the research entry point,and analyzes the effectiveness of one-stop multivariate dispute resolution mechanism in improving dispute resolution ability.This paper creatively integrates the linkage role played by the social governance construction led by the Party Committee of the Communist Party of China in the one-stop multi-dispute resolution mechanism into the analysis of the one-stop multi-dispute resolution mechanism,and analyzes the one-stop multi-dispute resolution mechanism based on social governance theory and government process reengineering theory.First,this paper compares the current situation of social conflicts and disputes,the dispute resolution mechanism and the related literature on one-stop multi-dispute resolution mechanism in order to have a clear perception of the present situation of social conflicts and dispute-resolution mechanism in China.Secondly,based on the theory of social governance and the theory of government process reengineering,an analytical framework is constructed,and the mechanism analysis of the one-stop diversified dispute resolution mechanism is carried out from the organizational structure,operating mechanism and information system,showing that it can be integrated into the one-stop service hall through organizational reengineering and institutional design under the leadership of the CPC Party Committee,and opening online and offline dispute resolution services,so that the public can receive and resolve disputes in a timely manner by simply stepping through one door and improving the efficiency and effectiveness of conflict and dispute resolution.Thirdly,taking the M Mediation Center in Baise City as an example,the actual operation process and practical effectiveness of the one-stop diversified dispute resolution mechanism from three aspects: organizational structure,operational mechanism,and information system.Finally,based on the operational status of the case location and the existing interrelated documents,it is pointed out that the current operation of this mechanism has problems such as insufficient effectiveness in resolving disputes through various dispute resolution methods,insufficient coordination among multiple dispute resolution methods,insufficient effectiveness of one-stop online dispute resolution,and low public acceptance.It is proposed to improve mediation,litigation,and arbitration methods,improve litigation and non litigation connection mechanisms,and coordinate various internal methods of non litigation dispute resolution mechanisms,Improve the ease of use of online dispute resolution platforms,establish information sharing platforms,broaden publicity channels,and enhance public trust.In addition,the conclusion discusses the advantages of the social governance mechanism under the leadership of the CPC Party Committee,with a view to improving the theoretical depth of the paper.
