Because drugs is a global pollution, anti-drug work has always been valued by all countries. Right now drugs has already been spreaded all over the world, with species updating quickly and a huge drug group. It is becoming an important issue that how to carry out a rehabilitation work properly for managers and experts.Since the promulgation of "Anti-Drug Law of The People’s Republic of China " and "Drug Regulations", rehabilitation work has expanded from the original voluntary drug and forced isolation treatment to community drug treatment and community rehabilitation. Nowadays, exploring on effective models of drug rehabilitation community with Chinese characteristics is becoming hot spot, and some cities in the country are carrying out it. However, community drug treatment and rehabilitation in Dalian haven’t got an effective implement, so we are still going to build effective working modes and supportable countermeasures.This thesis is based on the spirit and meaning of "Anti-Drug Law" and "Drug Regulations" and so on, and the research on community drug treatment and community rehabilitation work in Dalian are carried out by way of interview. The main problem in Dalian on community drug treatment and community rehabilitation work are lack of drug rehabilitation cycle management concepts and supervision, the onefold way of carrying out a rehabilitation work, paying a lot attention on community drug treatment and little on lack of community rehabilitation. The government’s investment is too large, and the police’s pressure is high. But the effect of treatment is not well. Dalian need to carry out community drug treatment, community rehabilitation work right away. So, how to carry out community drug treatment and community rehabilitation work, and how to supportable the community drug treatment and community rehabilitation work effectively is mainly studied in this article.On the one hand, for seeking community support for community drug treatment and community rehabilitation work ethic international idea of drug rehabilitation work is studied deeply through referencing and comparing study. on the other hand, in order to comparatively analyze and learn from their practice work, choose some countries and regions of the country that community drug treatment and community rehabilitation work are more mature are chosen.Finally, combined with existing social management infrastructure platform, the pattern of detoxification and rehabilitation community in Dalian is theoretically summarized and practically thought. The construction of Dalian community drug treatment and community rehabilitation work model that Government leading advance, improving institutional mechanisms is explored in this article.
