Research On The Specialized Development Countermeasures Of College Counselors Based On Competence

There are "two overall situations" of major changes at present.One is the overall situation of the strategy of the great rejuvenation of the Chinese nation.The other is the drastic changes unseen in a hundred years in the world.The change is profound and complicated struggles in the ideological field.In the face of the new situation,new tasks and new tests,it is of great significance to carry out high-quality ideological and political work in colleges and universities,which has a bearing on social stability and national rejuvenation.College counselors have been working hard in the front-line of ideological and political work in colleges and universities for a long time.They are the backbone and main force of college students’ ideological and political education and management work.They are the organizers,enforcers and guides of college students’ daily ideological and political education and management.They play an important role.The party and the state attach great importance to the construction of the team of counselors in colleges and universities.And they have made overall arrangements and promoted the professional,professional and expert development of the team of counselors.However,the current competence of counselors is difficult to support the new variables of the "two overall situations".The overall quality of the counselor team is facing severe challenges,especially under the influence of the normalization of the new crown epidemic prevention and control.The professionalism of counselors is seriously insufficient.Therefore,it is urgent to strengthen the professional skills of counselors and improve the professional quality and level of counselors.The role of college counselors depends largely on their competence for the position.The research on competency undoubtedly provides a new idea for the professionalization of counselors.Firstly drawing on competency theories and methods the research under the background of the professional development of counselors takes counselors as the research object.The research constructs the preliminary competency model of college counselors through documentation method.And it empirically verifies the effectiveness of the model by a large sampling survey.The research establishes the competency model of college counselors including 29 competency elements in five dimensions: ideological and political quality,professional knowledge,professional skills,professional ethics,and personality charm.Secondly on the basis of the competency model the professional research of counselors is carried out.Taking the specialization of counselors as the center the competency level is regarded as the external manifestation of specialization.The research expounds the current competency level and the ideal competency level.Furthermore,the reasons for the lack of specialization of college counselors are the low level of competency.One is the lack of relevant professional knowledge and skills of counselors on the explicit element of competence.Other is the insufficient motivation of counselors on the implicit competency elements.Thirdly this research analyzes the experience of the student affairs management in American colleges and universities including the professionalization,work standardization and research discipline.And it gets some enlightenment on the professional development of college counselors in China.Such as the construction of counselor-related disciplines,the selection and recruitment of counselors professional,the improvement of counselor professional standards,the expansion of professional organizations,and so on.The research clarified the relationship between counsellor specialization and competence.Finally the relevant countermeasures and suggestions for the professional development of college counselors are put forward from the perspective of competence.The research mainly explains from three aspects.It is necessary to strengthen the support of ideological and political education,promote the cross-integration of multiple disciplines,and increase the master’s degree of college counselors in terms of strengthening the construction of disciplines.It is necessary to improve access conditions,innovate the access assessment system,and establish a professional qualification certificate system for college counselors In terms of strict access mechanism.It is necessary to strengthen the organization and construction of national counselor professional associations,strengthen the linkage and cooperation of regional counselor professional associations,and comprehensively promote the construction of college counselor studios in terms of accelerating the organization and construction of professional associations.
