| My country’s implementation of the "one shoulder pick" approach to village organization leaders is a major rural grassroots governance system.Rural grass-roots organizations are the core of rural governance.In the process of rural governance in my country,there have been problems that governance cannot be formed rationally and the governance effect is poor.As a long-term institutional practice,the "one shoulder pick" of the heads of village organizations is particularly critical to the development of rural governance in my country.Based on this,this paper will take villages A and B as the research objects,and "one shoulder pick" the heads of the village organizations.” mode is discussed.This research mainly studies the article through case analysis,literature research,interview and questionnaire survey.At the beginning of the article,it first systematically introduces the research background of this paper,then collects and arranges various research situations at home and abroad,and defines the methods to be adopted in the research process and the specific content of the research.Then study the related concepts of villagers’ autonomy and governance theory,so as to lay a foundation for follow-up research.Thirdly,it introduces the development of rural grass-roots political power after the founding of the People’s Republic of China,and analyzes the implementation mechanism of one shoulder and the development of one shoulder in Wenling City.Then,based on the field investigation of village a and village B,this paper analyzes the implementation effect of one shoulder challenge,and compares the implementation differences between village a and village B.This paper analyzes the problems existing in the implementation of one shoulder pick,and expounds the causes of the problems.Based on the analysis,corresponding suggestions are put forward.Summarize the field research results and determine the direction of the next implementation plan.Through research,this paper finds that the "one shoulder pick" leader of the village organization has insufficient leadership ability,unclear role positioning of cadres,and difficulty in implementing the supervision mechanism.The analysis found that it was due to the limited cultural level of village-level cadres,unclear understanding of cadres’ roles,and lack of supervision and restraint mechanisms.In order to further improve the "one shoulder pick" development of the head of the village organization,from the perspective of improving the quality of the head of the village organization,it is proposed to strengthen business training,improve the self-learning ability of the head of the village organization,pay attention to the improvement of the follow-up governance ability,and set up the election procedure reasonably;In terms of promoting the implementation of "one shoulder pick" selection,it is proposed that the implementation of "one shoulder pick" selection should match the local economic development,and do a good job of pre-election analysis;in terms of establishing and improving the supervision and operation mechanism,it proposes to improve the supervision organization,standardize the operation mechanism,innovate the supervision method and carry out the whole process.Oversight recommendations.Through the research,on the one hand,it hopes to promote the development of the "one shoulder to shoulder" model of village A and village B,and on the other hand,it hopes to provide practical reference for similar research in my country. |
