| Since the reform and opening up,with the continuous widening of the gap between urban and rural areas,the superior living environment and a large number of jobs in cities have attracted young and middle-aged rural people to migrate to cities,the rural population gradually decreased,the natural villages began to gradually shrink,and some have even disappeared,and the rural organizations have the problem of weakening the battle effectiveness and organizational strength of the grass-roots organizations.In order to solve this problem,many regions in the country have adjusted the scale of administrative villages according to their respective development realities,and some achievements have been made.At the same time,in order to uphold and strengthen the overall leadership of the party,promote the modernization of national governance,and effectively eliminate the contradiction between the rural party organizations and the "two committees" of the villagers committees,the vast majority of villages in our country are experiencing the "one shoulder pick" system of comprehensively promoting village-level organizations.However,the implementation of the "one shoulder pick" system in Zhejiang Province in 2020 is facing the "aftereffects" of the adjustment of the size of administrative villages.After the adjustment of the size of the administrative villages,the areas under the jurisdiction of the merged villages have become wider,the management powers have become more concentrated,and issues such as poverty alleviation,rural revitalization and other urgent and burdensome tasks have all increased the difficulty and complexity of the "one shoulder pick" work of cadres,therefore,we need to take positive and effective measures to strengthen the "shoulder-to-shoulder" cadres work capacity to enhance the level of rural governance.In this context,the author selected village A of C street in T City,which has experienced two adjustments in the size of administrative villages,as the research object to carry out on-the-spot investigation,relying on the "Four Elements" of Smith policy implementation process model,this paper studies the development of shoulder-to-shoulder system in the village.In the research,this article first sorted out the basic concepts of merged villages and the "one shoulder pick" system and related research status through reading and sorting out a large number of literature materials,and then wrote the article on this basis.Secondly,using questionnaire surveys and other forms to investigate the relevant situation of the C Street 2020 general election,focusing on the investigation of the village governance status of Village A after the implementation of the "one shoulder pick" system,based on this analysis,under the background of the merger of villages.The operating dilemma and optimization path of the "one shoulder pick" system.With the help of Smith policy implementation process model,the author believes that from the analysis of the policy itself,the content of the policy limits the scope of candidates for "one shoulder pick" system,which makes it difficult to determine the candidates;from the perspective of the policy target group,there is a problem of low response of the target group to the policy;From the analysis of the external environment of the policy,based on historical reasons,the external environment for implementing the "one shoulder pick" system at this stage is relatively complicated;from the perspective of the policy implementation agency,there is the problem of insufficient executive power of the executive body.Finally,in view of the existing problems,it provides ideas for optimizing the implementation effect of the "one shoulder pick" system.First of all,in policy design,we must fully consider the special circumstances of the merged village,gradually promote the "one shoulder pick" system to avoid one size fits all,and at the same time appropriately increase the number of posts of the "two committees" of the merged village and appropriately broaden the selection requirements for the village "two committees";It is necessary to increase the target group’s sense of identity with the policy,to understand their needs for the policy,to reduce their resistance to the policy,so as to increase the satisfaction of the target group;in terms of the policy implementation environment,it must be based on the human environment,the political environment,and the work environment.Carry out optimization;in enhancing the executive power of policy enforcement agencies,it is necessary to improve the quality of executives and increase the breadth of propaganda in multiple ways.In addition,on the issue of policy convergence,state organs should fully consider local realities when issuing relevant policies,and should fully study whether there is tension between new policies and existing implemented policies,and reasonably and effectively achieve effective policy convergence,in order to achieve the goals expected at the beginning of policy formulation. |
