Research On The Long-Term Management Of Urban Rural Habitat From The Perspective Of Sustainable Development

Urban rural areas are the pioneers of national strategic planning and implementation,as well as the forerunners in promoting the development of rural modernization in the new era.Rural habitat environment management is one of the key elements of the construction of beautiful countryside,and its future development cannot be ignored.In recent years,China’s rural habitat and environment management has gradually advanced and achieved results.Compared with traditional rural areas,urban rural areas have better quality of habitat and environment due to the advantages of developed industry and economy and superior location in urban areas,but the lack of participation of multiple subjects and long-term mechanism in the management process has made it difficult to maintain and continue the management effect,resulting in the economic and environmental development of sustainable development.The dilemma is that the economic and environmental development is not sustainable.Therefore,taking Shanghai as a representative city,we analyse the current situation and constraints of the development of the human environment in urban rural areas in Shanghai,and discuss how to achieve long-term management of the human environment while focusing on the modernisation of urban rural agriculture in the new era,which will help to achieve sustainable economic and environmental development in urban rural areas and provide a model for rural areas in China.This paper introduces the current development status and main problems of rural areas in Shanghai,and further explores how to achieve long-term governance of urban rural areas in the future under the background of the new era,which is limited by policy priorities and land resources.Based on the existing literature,this paper firstly defines and extends the connotation of urban rural habitat and long-term governance,and studies the relevant theories based on sustainable development theory,polycentric governance theory,and regional sustainable development theory.Secondly,based on field research and government interviews in rural Shanghai,and based on villagers’ perspective,we combine sample surveys of villagers’ subjects and secondary data collection to study the development of urban rural habitat environment,and explore in depth the effectiveness of governance,existing problems and causes of governance of rural habitat environment in Shanghai.At the same time,this paper uses an ordered logistic-ISM model to empirically analyze the main factors influencing the long-term management of urban rural habitat environment.Finally,it provides countermeasure suggestions for the future governance direction of urban rural habitat environment.The main conclusions of this paper are as follows:(1)Shanghai mainly promotes the urban rural habitat environment management through the introduction of relevant policies,the "Beautiful Home" project as the focus,and the orderly promotion of urban rural habitat environment improvement actions,combined with the selection of model villages and the promotion of farmers’ relative centralized living in four ways.There are still major problems in environmental management,such as the difficulty to maintain the effect of management,the indiscriminate pulling of network cables and wires,the renovation and demolition of dilapidated houses,and the lack of construction land resources.The causes of the problems in the development of rural habitat environment in Shanghai include: lack of unified planning and layout,policy measures to be improved,financial support to be enhanced,and insufficient coordination among multiple subjects.(2)The long-term management of urban rural habitat environment mainly depends on the influence of three levels of factors.Among the deep-level root factors,villages with mature long-term management construction within the village have stronger willingness to participate in environmental management and higher degree of realization of long-term management of village habitat environment.Among the middle-level indirect factors,the environmental improvement status directly promotes villagers’ participation in environmental management within the village and positively influences the effectiveness of urban rural habitat environmental management.Among the surface-level direct factors,both ecological environment and infrastructure conditions have positive effects on the effectiveness of urban rural habitat management,and the better the quality of ecological environment and infrastructure in the village,the higher the effectiveness of urban rural habitat management.The analysis and research of this paper are integrated,and three suggestions are proposed to build a long-term management mechanism for urban rural habitat environment,optimize environmental management measures,and coordinate financial investment.In the construction of a long-term management mechanism for urban rural habitat,it is suggested that urban rural areas should promote collaborative governance of multiple subjects,establish a sound rural environmental legal system and environmental assessment and supervision mechanism,and strengthen the introduction and training of young talents to form a power source for sustainable development of urban rural areas.In the optimization of environmental governance measures,it is highlighted that the government should improve relevant policy support according to the current situation of rural development in each region,urban rural areas should strengthen policy measures to improve the enthusiasm of participation of multiple subjects,and at the same time should establish and improve the incentive mechanism for villagers’ participation and villagers’ self-governance mechanism to form a common governance pattern,and increase government publicity to further establish and improve the overall planning work of urban rural habitat environment.In the coordination of financial investment,the government should increase the financial investment in urban rural habitat environment management work,form a long-term mechanism of urban rural habitat environment financial funding,and at the same time,broaden the diversified funding channels,mobilize the joint participation of all parties,develop special industries in combination with local geographical endowments,and promote the coupling development of rural economy and environment.
