Study On Problems And Countermeasures Of Rural Human Settlement Environment Governance In S Town,Xuchang City

The governance of rural human settlement environment is an important task in the strategy of rural revitalization in China.It is not only an important measure in our country governance system,but also a key step to break the urban-rural dual structure.At present,the governance of rural human settlements environment has been carried out all over the country and the rural human settlements environment has been improved.But there are still many problems,so it is of great practical significance to study the governance of rural human settlements environment.This paper explores the status quo and related problems of rural human settlements environment governance in S town,and puts forward corresponding countermeasures for rural human settlements environment governance in S town based on the advanced experience of other regions.This paper provides the case for our grass-roots level government,combined with the advanced experience of other areas and put forward the corresponding countermeasures to improve the rural human settlements environment.The first part to second part is mainly about the related concepts and theoretical basis of rural human settlement environment.Under the background of rural revitalization strategy,this paper studied the existing problems and countermeasures of rural human settlement environment governance in S Town.Then author combed the relevant literature at home and abroad under this goal.The human settlement environment includes four aspects including material,culture,system and behavior in a broad sense,.At the same time,it clarifies the necessity of rural human settlement environment governance.The theory links the cooperative governance theory with the rural human settlement environment governance to promote the cooperation between the government and the market.It makes up for the shortcomings of the single management of the government departments and promote the market mechanism and social organizations in public services and management,which plays a greater role in this paper to achieve the theoretical support.The third part and fourth part mainly analyze the status quo and problems of the rural human settlement environment governance in S town through the analysis of the present situation.The quality of the work of village cadres is on the low side.The villager’s awareness of environmental governance is weak.And the environmental protection awareness of Village Enterprises is lack.The level of infrastructure supply is low.The form of rural cultural activities is relatively single.And the problems of governance mechanism are imperfect performance evaluation mechanism and fund guarantee mechanism.Parts five to six mainly puts forward the countermeasures and expectation to improve the rural human settlements environment in S town.In terms of the main body of governance,it is advise to strengthen the capacity building of the township government,improve the implementation ability of village cadres,increase the environmental awareness of villagers,and strengthen the environmental protection incentives of the Township and Village Enterprises.In the aspect of governance content,we should strengthen the regulation of rural private construction,promote the improvement of rural health environment,increase all kinds of rural infrastructure and enrich rural cultural activities.In the aspect of governance mechanism,we should pay attention to improve the assessment mechanism of rural human settlements environment and guarantee of funds.This paper explores the actual situation of rural environmental governance in S town.We hope to provide some references for other areas of rural human settlements environmental governance.
