Study On Performance Evaluation Of Rural Human Settlements Governance In Heshan District,Yiyang City

Rural residential environment is the basis of farmers’ production and life.With the continuous development and progress of society,the governance of rural human settlements has become an important task of Rural Revitalization and the pursuit of a better life for the majority of rural farmers.With the continuous development and progress of society,in recent years,government departments have continuously increased the governance and supervision of rural human settlements.The governance performance evaluation of rural people’s environment is a way of environmental governance.It can promote environmental development and improve environmental quality.It is of great significance to improve the performance of government management.This paper takes Heshan District of Yiyang City as the research object,based on the performance management theory,sustainable development theory and "good governance" theory,and adopts the methods of literature research,field research and analytic hierarchy process.Based on the field survey data of farmers in Heshan District of Yiyang City,this paper constructs a model,including improving the appearance of villages,improving infrastructure,establishing development mechanism Improve the performance evaluation index system of rural human settlements governance in four aspects,such as grass-roots governance,and evaluate the effect of rural human settlements governance.And put forward countermeasures and suggestions for the main results formed after the research.The main contents of this paper are as follows:(1)Current situation of rural residential environment management in Heshan District:According to the normative documents issued by Heshan District of Yiyang City on the Internet of Heshan people’s government and 286 questionnaires of farmers on the governance of rural human settlements in Heshan District,this paper analyzes the current situation of rural human settlements governance and farmers’ cognition of environmental governance.(2)Evaluate the performance of rural residential environment governance:Based on the survey data of Heshan District of Yiyang City and the constructed index system,the analytic hierarchy process is used to calculate the subjective performance,and the results are analyzed.(3)Practical problems in rural residential environment management in Heshan District:According to the evaluation results of this paper,we can know that the governance effect of rural "hollow houses" is poor;Farmers’ awareness of environmental protection of rural environment is not comprehensive enough;The improvement of toilets is not in place,and some rural areas have not even built public toilets;The self-cultivation of farmers in some rural areas needs to be strengthened.(4)Research conclusions and Countermeasures:According to the situation of rural human settlement environment management in Heshan District of Yiyang City,the suggestions are as follows: led by government departments,strengthen the management of "hollow houses";Strengthen publicity and enhance farmers’ awareness of environmental protection;Implement the "toilet revolution" and promote the work of changing toilets.Strengthen the construction of rural civilization and improve farmers’ own quality.
