The Study Of Tumotezuoqi In Rural Human Environmental Governance

The comprehensive and in-depth implementation of the improvement of the living environment of rural people and the construction of beautiful and livable villages are important measures to implement the spirit of The 19 th Communist Party of China National Congress.It is also the focal point for implementing the strategy of rural rejuvenation and decisively fighting poverty,the urgent need to solve the imbalances and inadequate contradictions in rural development,and the powerful guarantee for a well-off society in an all-round way.In February2018,the Three-Year Action Plan for the Improvement of Rural Human Settlement Environment issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council;the Central Document No.1 2019——Several opinions of the CPC central committee and the state council on giving priority to the development of ‘Three Dimensional Rural Issues' in agriculture and rural areas,and the 2019 Government Work Report proposed that rural areas should be rehabilitated in accordance with local conditions,and beautiful countryside should be built.Based on a systematic review of existing literature and data,this article explains the true era value of rural residential environmentimprovement from the perspective of public management and takes eight towns and villages in the governance of rural human settlements in Tumotezuoqi as an example.This article Mainly adopt statistical analysis method,literature research method,field survey method,and explores the current situation and existing problems of rural living environment improvement in Tumotezuoqi Mainly according to the research path of "Status Analysis-Existing Problems-Governance Measures".Finally,on the basis of in-depth analysis and research on the problem,countermeasures are proposed to provide a reference for the city's rural residential environment management and the realization of rural ecological revitalization.As of now,there are a series of problems in the governance of the rural living environment in Tumotezuoqi,including the lack of overall village planning,poor village appearance due to weak villagers' environmental awareness,garbage,sewage,difficult waste disposal,weak technical support capabilities,insufficient capital investment,and inadequate mechanism support capabilities,etc.How to effectively promote the improvement of rural residential environment from the perspective of public management has naturally become a focus of academic circles.The main causes of the existing problems are small support of local policies and funding,weak coordination mechanisms among various departments,insufficient supervision,few professionaland technical personnel,low treatment,incomplete related laws and regulations,and narrow universal education,etc.Based on the actual situation and development advantages of the rural living environment in Tumotezuoqi,this article proposes corresponding optimization strategies and safeguard measures.The first is to formulate the overall plan of the village according to local conditions,the second is to highlight the characteristics of the village and improve the appearance of the village,the third is to optimize the domestic waste treatment process,the fourth is to implement sewage treatment by category.Fifth,toilet reform and manure treatment should be carried out based on the principle of economic benefits to the people.The sixth is to increase the utilization rate of agricultural and animal husbandry waste resources,the seventh is to establish diversified funding channels.Eighth,to strengthen organizational leadership and establish a long-term management and protection mechanism,to strengthen supervision and evaluation,and to give play to the role of the village democracy,the ninth is to actively create a good atmosphere of public opinion,the tenth is to establish a good view of achievements.
