Research On The Development Dilemma And Solution Of Community Embedded Elderly Care Services In Guiyan

Currently,China is in a stage of rapid population aging development,and the degree of aging continues to deepen.The separation of traditional institutional,home based,and community based elderly care methods has led to a gap in the supply of elderly care services,making it increasingly urgent to explore new and suitable elderly care methods that are in line with China’s national conditions.The rise of community embedded elderly care services has broken the boundaries of the previous supply methods of elderly care services,catering to the wishes of Chinese elderly people to "live in peace" and "age in place",and has become an emerging model actively explored and practiced by various cities.As the third batch of pilot areas supported by the central government to carry out reforms in home-based elderly care and community elderly care services,and as a pilot city for comprehensive innovation in addressing population aging in the province,Guiyang actively explores the development of community embedded elderly care services to improve the construction of the elderly care service system,which is of great significance for Guiyang to address the issue of aging.First of all,the paper combs the policy,fund and project supply of Guiyang community embedded elderly care service,and adopts field research,questionnaire survey and interview to conduct practical analysis on the status quo of Guiyang community embedded elderly care service delivery and utilization.Secondly,based on the development status of community embedded elderly care services in Guiyang,the study found that there were different development difficulties in the supply stage,delivery stage and utilization stage of community embedded elderly care services.In the stage of service supply,the relevant policies and systems lack standardization,the supply of service resources lacks stability,and the service talent team lacks professionalism;In the service delivery stage,there are difficulties such as insufficient overall utilization of services,misaligned service content,and patterned service methods;In the service utilization stage,there are difficulties such as insufficient overall service utilization,weak awareness of service purchase,and insufficient service payment ability.Then,by analyzing the causes behind the dilemma,we found that the current policy system of Guiyang community embedded elderly care service at the service supply stage is lagging behind,and the financial support is insufficient;The positioning of embedded institutions in the service delivery stage is vague,and the application of information technology is insufficient;The elderly in the service utilization stage are constrained by traditional elderly care concepts and the digital divide.Finally,it is proposed that in the supply stage,policy and institutional design should be accelerated,funding sources should be expanded,professional talent teams should be built,and elderly care service resources should be integrated;In the transportation stage,it is necessary to clarify the institutional rights and responsibilities,coordinate the participation of multiple entities,adjust the contradiction between service supply and demand,and build a smart elderly care system;In the utilization stage,we should cultivate the elderly’s awareness of elderly care services,improve their digital literacy,establish the concept of service consumption and enhance their service purchasing ability,so as to promote the high-quality development of community embedded elderly care services in Guiyang.
