Research On The Development Of Community-embedded Elderly Care Services From The Perspective Of Supply And Demand

In 2020,the proportion of China’s population aged 60 and above is 18.7%,which is an increase of 5.44 percentage points from 2010.This shows that China’s aging of population has entered an accelerated stage.It is estimated that by the end of the "14th Five-Year Plan",the number of elderly people will exceed 300 million,and the proportion of the elderly population will exceed 20%.China will enter a moderately aging society.The aging of the population shows the characteristics of a large total amount,a fast growth rate,a high average age,and more empty nesters.The demand for elderly care services presents the characteristics of diversification,multi-level and individualization.After years of development,China has basically formed a pension pattern called "9073".However,it is limited by some factors,such as the lack of professional level of services and the lack of time and energy for children to take care of the elderly.China’s current home-based care is difficult to meet the professional and personalized needs of the elderly.Community "embedded" elderly care services is a new kind of pension pattern.It emerges to meet the diversified needs of the elderly and realize the combination of "providing services at home" and "providing services nearby" for home-based care.How to promote the construction and development of community "embedded" elderly care in combination with local elderly care service facilities is the focus of current research.Based on the existing research on the connotation of community "embedded" pension model in China,and the difference between the characteristics of the community "embedded" pension and the main types of pension in China,it defines the connotation of community "embedded" elderly care services.Based on the practical experience of Japan,the United Kingdom,Sweden and other countries,Shanghai,Beijing,Hefei and other domestic cities,combined with the social embedded theory,the demand theory and the accessibility theory,it established a comprehensive service analysis framework for the development of the community“embedded” elderly care services from three aspects—— "the embedded carrier","the content of the service" and "the operation of the service".And summarized the general characteristics of the community “embedded” elderly care services.Based on the general characteristics,the research selected 11 typical communities in Wujiang District as cases to analyzes the advantages,disadvantages,opportunities and threats of the foundation of Wujiang to development the community “embedded” elderly care services.According to the established analysis framework,an index evaluation system for the development potential of community "embedded" elderly care services is constructed.Based on the results of the evaluation,the 11 communities in Wujiang District are divided into the following two categories on the basis of "whether it can rely on the current community elderly care carriers to develop" : "Communities that can rely on the current community elderly care carriers to develop" and "Communities that cannot rely on the current community elderly care carriers to develop".And it put forward some targeted countermeasures from three aspects —— "the embedded carrier","the content of the service" and "the operation of the service".Through the research of this paper,the writer constructed an analytical framework for the community "embedded" elderly care services from three levels—— "the embedded carrier","the content of the service" and "the operation of the service".This can provide a new path for the community "embedded" elderly care service research.
