| Great importance should be attached to the extremely serious problem of the accelerated population aging by the United Nations and governments around the world.The population of the elderly,semi-disabled and disabled senior citizens in China is continuously increasing,which needs to be taken care of.It’s imperative and imminent to accelerate the construction of social old-age service system.The aging disabling elderly population and the acute contradiction between supply&demand are great challenges for Beijing,and these obstacles have to be overcome by Beijing to make itself become a leading harmonious and livable city in the world.The registered residence population aged 60 and above in Beijing continuously increased as well as the proportion of elderly population.The Model of Embedded Community Elderly Care Service combines the best of both home-based care and community-based care,and this Model will break through the existing bottleneck of the above two traditional elderly care types.This Model has been piloted in several cities including Shanghai,Shijiazhuang,Wuhan and Guangzhou,which led to remarkable positive results.It is also hopeful to apply in other developed regions and less developed regions in China.Based on the researches of embeddedness theory and the original home security theory,review of all the policies and regulations issued by the city of Beijing regarding to the community-based elderly care,analyses of comparative analyses on the cases of domestic and foreign embedded elderly care service models,and field investigations on construction and operation of Beijing Community Elderly Service Station,this paper summarized and clarified the major problems for the government and relative entities to solve from different perspectives.The paper proposed four optimization ideas:highlighting the embedded value,optimizing the embedded relationship,improving the embedded ability and strengthening the embedded function,and put forward the long-term and short-term optimization measures:establishing an elderly care insurance system,establishing an incentive mechanism for elderly service volunteers,renovating community facilities suitable for aging and adjusting the function of Community Elderly Service Station etc. |
