Problem Research On Community Embedded Elderly Care Service In Baotou,Inner Mongolia

China has entered the elderly society more than 20 years since the end of 20 th century.It has been more than 20 years.According the 7th census results,there are about 190.64 million people’s age were more than65,accounting for 13.5% of the total population approximately.As we all know,over 60 means entering the ranks of the elderly.It can be seen that relevant problems have not been effectively improved in China in the past20 years.Then,facing the reality that the proportion of the elderly population is growing,how to solve the problem of providing for the elderly has actually appeared in front of government and family.The based housing and beadhouse cannot solve the current social pension problems.Influenced by the traditional ideas and inherent ideas,almost 90% of the elderly are eager to enjoy their old age in their known natural environment.Therefore,the community embedded care based on the traditional community home-based care is being practiced and explored by different large and medium-sized cities,Baotou is the first city in Inner Mongolia Autonomous Region to explore and practice community embedded pension.This thesis revolves around “how to solve pension problem as current social background in community embedded elderly care” investigating and researching the development in Baotou.Firstly,the relevant contents of government functions,community development and pension involved in this study are obtained through literature research.Although it has experienced much difficulties during this period,it also clarifies the specific context of its research in the process of collecting and combing relevant data,and has a full understanding of the latest research results.Select several representative communities in Baotou City,use the interview method to visit the elderly and community staff in the community,summarize the current situation and existing problems of community elderly care service,then analyze reasons and find countermeasures.Use comparative analysis method,this thesis compared the development with the countries with relatively mature development of community elderly care service in foreign countries and the regions that take the lead in developing community embedded elderly care service in our country.And summarize the experience and inspiration for developing in Baotou.Secondly,using the public management theories such as new public service theory,social assurance theory and community governance theory,this paper analyzes the reasons for the problems of important reasons involved government role,pluralistic subjects,require direction which existing on elderly community embedded elderly care service in Baotou city.Finally,combined with above contents,this thesis puts forward the development strategy of this pension model in western cities.The author believes that it has a certain reference value for the improvement of relevant problems such as changing government functions,strengthening community governance and improving service level.Meanwhile,it can also provide some reference for the relevant problems faced by other cities.
