Implementing the strategy of innovation-driven,rejuvenating the Province through science,technology and education and invigorating the Province through human resource development" is the first of the ten strategies of Henan Province,which is closely related to talents and has great significance for promoting the high-quality economic development of Henan Province.Talent is the primary resource and the most important factor in innovation-driven development.It is necessary to build a large scale,reasonable structure and excellent quality scientific and technological personnel team for Henan province as it’s striving to build the national innovation highland and the national important talent center.Based on the theory of talent flow and Maslow’s hierarchy of needs,this paper adopts literature analysis,comparative analysis and investigation method to study the problems of introducing high-level scientific and technological talents in Henan province.This paper summarizes the policy of introducing high-level scientific and technological talents of Henan Province,analyzes the data of the introduction of high-level scientific and technological talents,and finds that there are some deficiencies in recent years,such as insufficient quantity of high-level scientific and technological talents introduction,uneven distribution of talent introduction structure,high risk of talent loss and scarcity of major innovation achievements.In this regard,through the in-depth analysis of the questionnaire survey,five reasons are found: the policies are not well-targeted,the publicity and implementation is not enough,the scientific research investment is insufficient,the service support system is not perfect and the unsoundness of incentive mechanism.According to the reasons,five countermeasures are proposed,which includes: clarifying the target of talent introduction and improving the talent introduction system,increasing the policy advocacy and strengthening the implementation of the policy,increasing the investment of funds and improving the efficiency of the use of funds,optimizing the environment for talent introduction and improving the service level,improving the incentive mechanism and boosting innovation power.
