Scientific research institutes are important carriers of national strategic scientific and technological forces.Since 2014,the Chinese Academy of Sciences has implemented the classification reform of its research institutes,aiming at effectively improving the development level and innovation ability of scientific research institutes.As the main force of scientific and technological innovation,the role of young scientific and technological talents directly affects the high-level innovation and development of scientific research institutes.Under the background of the transformation and development of scientific research institutes,how to better train young scientific and technological talents,scientifically and effectively play the role of incentive and guidance,fully stimulate and release the innovative potential of young scientific and technological talents,promote the double output of talents and scientific and technological achievements,and promote the realization of the transformation goal of research institutes and the development of scientific and Technological Innovation is worth further study and exploration.Taking the transformation and development of S Institute of Chinese Academy of Sciences as the breakthrough point,this paper constructs the investigation and analysis framework based on the theory of planned behavior and two-factor theory,which is based on the reform and practical interpretation of the transformation and development stages and objectives,organizational structure,scientific research organization,decision-making mode,management process and support guarantee of S Institute.This paper investigates and analyzes the training objectives,salary system design,evaluation,support and guarantee of scientific and technological talents before and after the transformation and development of S Institute.Based on the interview and investigation of the young scientific and technological talents in S Institute,this paper further explores the problems and attributions of the training and motivation of young scientific and technological talents in the process of transformation and development of S Institute,and provides targeted suggestions for further optimizing the training and motivation of young scientific and technical talents and stimulating the innovative vitality of talents.The study found that the problems of S Institute in the process of transformation and development of young scientific and technological personnel training and motivation are mainly manifested in the following aspects: the traditional way of personnel training,the lack of coordination with the demand for talents after the transformation,the lack of incentive effect of salary system design,the need to further strengthen the traction and support of scientific research projects for talent innovation,and the insufficient publicity and training of scientific research funds.In view of the above problems,this paper puts forward some optimization suggestions based on the actual situation of S Institute: first,innovate talent cultivation measures to meet the needs of talent development and organizational transformation;second,optimize the design of salary system to play a complementary role in housing security;third,strengthen the support and guarantee of scientific research projects and funds and the consistency of talent training objectives;Fourth,improve the management of financial departments and enhance the level of professional services. |
