Research On The Optimization Of The Service System For High-level Scientific And Technological Talents In Guizhou Provinc

With the rapid development of economy,scientific and technological talents have gradually become the most critical factor in driving knowledge development and social progress.With the increasing demand for talents,the provinces have introduced relevant policies to serve talents,so it is necessary to optimize the existing service system.Guizhou Province,as an underdeveloped western region that has just completed the task of poverty alleviation,is faced with many challenges such as the transformation of economic development mode,deepening industrial upgrading and transformation.It is urgent to improve the quality and level of talent service and increase talent reserve.Based on this,this paper mainly takes the service system of high-level scientific and technological talents of Guizhou province as the research object,conducts an investigation and research on the current situation of the service system,deeply analyzes its policy advantages and disadvantages,summarizes and refines the successful experience of other provinces in the construction of talent service system,and proposes targeted improvement measures for the existing problems in the service system of Guizhou Province.In order to help Guizhou Province optimize the service system of high-level scientific and technological talents,improve the satisfaction and sense of belonging of talents,stimulate the endogenous motivation of talents,and promote talents to play an important role in economic and social development.Through empirical research,the following conclusions are drawn: first,service regulations and policies need to be improved;second,rights and responsibilities of service subjects need to be further clarified;third,service supporting standards need to be unified;fourth,service policy implementation needs to be improved;fifth,service organization and service personnel level need to be improved.Through analysis and research,the paper puts forward the countermeasures to optimize and improve the service system from seven aspects,including optimizing and perfecting the service policy,constructing the information network service platform,strengthening multi-party supervision and supervision,improving the service specialization level,intensifying the publicity of the service system,standardizing the service standardization construction,and increasing the financial support,in order to provide references for optimizing the service system of high-level scientific and technological talents in Guizhou.We will promote the continuous optimization of service policies,the continuous improvement of service level,and the scientific development of talent structure.
