talents,as an important strategic task.So as to promote the local regional development,all provinces and cities in China are sparing no effort to attract talents.The flow of talents across provinces occurs at every stage of the life course,such as education and employment,which constitutes a common phenomenon in modern society.The growth rate is an important dimension of the growth of scientific and technological talents,which is closely related to whether a country or region can seize the opportunity and occupy the international and domestic scientific and technological innovation center.It has significant meaningful for grasping the growth rules of high-end scientific and technological talents,winning the competitive advantage and realizing the asymmetric catch-up strategy under the complicated domestic and foreign background that this thesis discuss the influence of inter-provincial flow on the growth of high-end scientific and technological talents from the perspective of speed.This thesis regards the first accomplisher of the “Three National Science and Technology Rewards” as the research object,as well as,regards them as the representatives of high-end Scientific and technological talents.On the basis of literature research and relevant theoretical analysis of talent growth,human capital,social capital and innovation geography,the characteristics and rules of provincial distribution and inter-provincial flow of high-end scientific and technological talents are systematically studied by CV analysis,social network analysis,Python and Gephi.Based on the growth rate view of science and technology talents,from the perspective of multicultural experience,social relationship network and resource distribution,the influence mechanism and research hypothesis of inter-provincial flow on the growth of high-end science and technology talents are analyzed.According to the research hypothesis,a multiple regression model is constructed to conduct an empirical test on the direct impact of inter-provincial mobility on the growth of high-end scientific and technological talents.Based on the basic test,the moderating effect and the mediating effect of the model with significant direct effect are analyzed by constructing the interactive term model,step-up regression,Bootstrap test and other methods.The main conclusions of this paper are as follows:Firstly,provincial distribution and inter-provincial flow characteristics of high-end scientific and technological talents.The static characteristics of provincial distribution show that: The birthplace of high-end scientific and technological talents mainly concentrate in eastern Jiangsu,Zhejiang,Shandong and Hunan,Hubei;There is a high degree of overlap between the education places of high-end scientific and technological talents and the resources of higher education.Employment of high-end scientific and technological talents is mainly concentrated in economically developed areas.The time-varying characteristics of provincial distribution show that: The proportion of high-end scientific and technological talents born in the eastern region decreased continuously,the proportion of high-end scientific and technological talents born in the central region remained stable,and the proportion of high-end scientific and technological talents born in the western region continued to rise;High-end scientific and technological talents with a master’s degree or a doctorate degree have shifted from the east to the central and western regions,and from abroad to China;The trend of concentration of high-end scientific and technological talents in economically developed cities is further strengthened.Characteristics of inter-provincial flow show that: High-end scientific and technological talents who born or get undergraduate status in central region of China have stronger inter-provincial flow in the college entrance examination or academic qualification promotion stage;The proportion of high-end scientific and technological talents who work in the same province as their education or hometown is higher,and the career flow is not frequent.Secondly,growth characteristics of high-end scientific and technological talents.The basic characteristics show that: The age of high-end scientific and technological talents is generally high;The overall percentage of women in science and technology is low,but growing.The educational experience show that: The educational level of high-end scientific and technological talents is constantly improving,and they generally choose upward and cross-level mobility.The education path of high-end scientific and technological talents is mainly non-continuous,but the proportion of continuous education is increasing.High-end science and technology talents in the field of information and electronic engineering received the highest number of awards per capita.The characteristics of professional experience show that: high-end scientific and technological talents mainly work in 985 universities,national research institutions,state-owned enterprises,affiliated hospitals of university medical colleges or military medical colleges and other institutions;Postdoctoral research in foreign countries is an important choice for high-end scientific and technological talents.Universities are the main distribution institutions of high-end scientific and technological talents with administrative leadership positions.Top tech talent has generally received different types of grants or awards.Thirdly,basic regression analysis.Domestic inter-provincial flow experience can significantly accelerate the acquisition of national science and technology awards for high-end scientific and technological talents,the inter-provincial flow frequency of high-end scientific and technological talents is not frequent,and there is no inverted U-shaped relationship between flow frequency and achievement of awards.While,Domestic inter-provincial flow has no significant influence on professional title promotion and job promotion,and inter-provincial flow with different frequency does not have a significant differential impact on the two.Compare with the situation that the working place,the education place and birthplace are different,the same province of the working place and the education place of the high-end scientific and technological talents has positive significance to the gain of National Science and Technology Award,the promotion of professional title and the promotion of job,but the same province of the working place and the birthplace only have significant impact on the promotion of job.Compared with those who worked in the provinces where they obtained their bachelor’s or master’s degrees,staying in the provinces where they obtained their doctoral degrees did not have a significant differential impact on their growth.Working in regions with different levels of economic and technological development has no significant and differentiated effect on the growth of high-end scientific and technological talents.Fourth,extended analysis.The acceleration effect of inter-provincial flow on the achievement of national science and technology awards is inhibited by holding an administrative leadership position before achieve the award.Diversified educational background negatively moderates the promotion effect of inter-provincial flow on achievement of awards,professional title promotion and job promotion.The level of undergraduate university does not significantly regulate the impact of inter-provincial flow on the achievement of awards and professional title promotion.While,compared with those who graduated from "985" universities,those who graduated from ordinary universities negatively adjusted the positive significance of working in the same province with education for job promotion.Post-doctoral experience has no significant moderating effect on the effect of inter-provincial flow on the achievement of awards or professional title promotion,however,it negatively moderates the promoting effect of the same province of work and education on job promotion.Learning-origin structure has neither moderating effect nor mediating effect on the influence of inter-provincial flow on the growth of high-end scientific and technological talents.According to the research results and the specific situation of the inter-provincial flow of high-end scientific and technological talents,relevant policy suggestions are proposed from the individual level,regional level and national level,which provides reference for individual mobility selection,implementation of regional and national talent strategies,and promotes the growth and expansion of strategic science and technology talent reserve force. |
