Policy Research On Promoting The Integration Of Scientific And Technological Talents In The Yangtze River Delta

The Yangtze River Delta is not only one of the regions with the most active economic development in China,but also one of the regions with the largest scientific and technological talent resources in China.Rational use of scientific and technological talent resources and giving full play to them are of great significance to the integration construction of the Yangtze River Delta.Scientific and technological talents,as the most important factor of production,how to orderly flow and share to form the trend of integration is a problem that needs to be solved in the policy of scientific and technological talents.Through the Smith Model of policy implementation theory,combined with the requirements of regional integration theory,using the methods of text analysis,investigation and interview,comparative research and so on,this paper analyzes the policies for scientific and technological talents issued in the Yangtze River Delta from2016 to 2020.Excavate the problems,analyze the causes and put forward the methods.From 2016 to 2020,the content of science and technology talent policy in the Yangtze River Delta is rich and stable.The internal linkage of policy implementation subjects is consistent.The number of policy implementation customers is large and the quality is good.The policy environment is generally orderly.However,in the context of integration,there are still deficiencies in the policy of scientific and technological talents in the Yangtze River Delta.Like the shortcomings in the policy content,lack of coordination and linkage between the implementation subject regions,poor enthusiasm of the implementation object and defects in the policy environment.This paper puts forward some policy suggestions to promote the integration of scientific and technological talents in the Yangtze River Delta through the reference of scientific and technological talents policies of integration construction at home and abroad.The Yangtze River Delta should enhance the operability of the policy content,integrate the policy content system,promote mutual recognition of talent evaluation,supplement the short board of content.Build an integrated coordination mechanism,coordinate the actions of policy implementation departments,promote the linkage of policy implementation entities in the Yangtze River Delta.Reform the performance pay mechanism,guide the carrier of scientific and technological talents to actively connect with social needs,improve the enthusiasm of policy objects.Improve the distribution of scientific and technological talent resources,reduce the flow cost of scientific and technological talents,build a market-oriented operation system for scientific and technological talents,balance the policy implementation environment.
