Research On The Countermeasures Of Poverty Alleviation Audit In Hunan Province To Consolidate The Achievements Of Poverty Alleviation

At present,the national anti-poverty campaign has won an all-round victory,but the national anti-poverty cause has always been a continuous key task.Many problems in the process of poverty alleviation,such as the inadequate implementation of Poverty Alleviation Policies,the unreasonable use of poverty alleviation funds,the non-compliance of poverty alleviation projects and the pending optimization of poverty alleviation performance,still need to be solved.Government audit is an important force in poverty alleviation supervision.Audit supervision plays an important role in promoting the implementation of the "targeted poverty alleviation and targeted poverty alleviation" policy and consolidating the achievements of poverty alleviation.In order to speed up the implementation of the requirements of the decision of the CPC Central Committee and the State Council on winning the battle against poverty,further do a good job in poverty alleviation auditing,and promote the implementation of various decisions and arrangements of the Central Committee on poverty alleviation,the National Audit Office issued the important document of the opinions of the general office of the National Audit Office on Further Strengthening poverty alleviation auditing and promoting the implementation of targeted poverty alleviation and targeted Poverty Alleviation Policies in 2016,Hunan Province put forward the implementation opinions on Further Strengthening the poverty alleviation audit work in the province.Audit has played an active role in poverty alleviation.After entering a new period of consolidating the achievements of poverty alleviation,the task of accurate and effective supervision of audit work has become more urgent and arduous,equally important and glorious.Firstly,this paper summarizes the related research of poverty alleviation audit at home and abroad,and combs the related concepts,and theoretical basis of targeted poverty alleviation audit.Secondly,combined with a number of poverty alleviation audit cases in Hunan Province,this paper analyzes the mechanism of poverty alleviation audit for ensuring the rational use of poverty alleviation funds,alleviating the conflict of interests in poverty alleviation,optimizing the efficiency of poverty alleviation achievements,establishing typical poverty alleviation achievements,and cultivating excellent cadres.Third,it summarizes the development of poverty alleviation in Hunan Province and the remarkable achievements it has made,highlighting the "Hunan experience" and the "Hunan spirit" behind the targeted poverty alleviation and targeted poverty alleviation.Combined with the actual situation of Hunan Province,this paper analyzes the organization,implementation and audit status of poverty alleviation audit,and further analyzes the experience,practices and existing problems of poverty alleviation audit in Hunan Province.Fourth,on the basis of exploring the problems and shortcomings of the existing index system,closely follow the principle of "two worries and Three Guarantees",revise the index system of the audit of poverty alleviation achievements in Hunan Province Based on the three-dimensional dimension of "form-fact-value",determine the index weights at all levels,and select three types of representative counties to compare the performance of poverty alleviation audit.Finally,in order to promote poverty alleviation audit and consolidate the achievements of poverty alleviation,the "embedded" audit is proposed to promote full coverage of poverty alleviation,"big data" technology is used to achieve high efficiency of poverty alleviation,"double measures" are implemented to promote high efficiency of poverty alleviation,and "new achievements" are applied to ensure the effectiveness of targeted poverty alleviation.
