| Effective governance is an important foundation and content of rural revitalization,and high-quality governance talents are the fundamental guarantee for achieving effective governance.With the goal of modernizing the governance system and governance capacity proposed by the state,higher requirements have been put forward for the ability,level and structure of the rural governance talent team.However,at present,the attraction of cities to talents far exceeds that of rural areas,and the lagging rural economic development and incomplete infrastructure lead to a large number of grassroots talents flowing to cities.The serious outflow of rural population,the relatively complex rural governance environment and the backward governance system urgently need talents with modern governance concepts to devote themselves to the grassroots and rural areas.This article takes “effective governance” in the rural revitalization strategy as the research background,and takes the construction of grassroots governance talent team in Jinyuan Township,Xundian County as the research object,analyzes the current situation of rural governance talent team construction in Jinyuan Township,and clarifies the necessity of rural governance talent team construction under the background of rural revitalization.Through questionnaire survey combined with current policy measures,this paper analyzes the main problems and causes of rural governance talent team construction in Jinyuan Township.Finally,guided by Marxist talent view,combined with human resource related theory and incentive theory,this paper puts forward countermeasures and suggestions for optimizing rural governance talent team construction,which provides some reference for Jinyuan Township to improve rural governance talent team construction,improve grassroots governance capacity and boost rural revitalization. |
