In the first year of the 14th Five-Year Plan,we will continue to consolidate the achievements in poverty alleviation,comprehensively promote the rural revitalization strategy,and contribute to the common prosperity.How to take the road of rural revitalization,rural talents are the key.The development of new countryside requires not only rural practical talents who know technology,rural scientific and technological talents who dare to innovate,but also rural governance talents who are good at management.In2019,the Guiding Opinions on Strengthening and Improving Rural Governance issued by the General Office of the CPC Central Committee and the General Office of the State Council proposed for the first time to strengthen the construction of rural governance talents.The opinions pointed out that we should support multiple subjects to participate in rural governance,and actively play the role of community social organizations that are service-oriented,public welfare and mutual assistance;Adhere to specialization,professionalization and standardization,improve the training and selection mechanism,broaden the source of rural social workers,and strengthen the construction of rural social work professionals;To strengthen various guarantees,Party committees and governments at all levels should strengthen the construction of talent teams for rural governance,consolidate grass-roots governance forces,guide the first secretaries and cadres in villages to work around the main tasks of rural governance,pool all kinds of human resources,and guide rural wealth experts,migrant workers and businessmen,college graduates,and retired soldiers to play an active role in rural governance.We should use more active,open and effective talent policies to gather talents from all over the world.In addition,the "Opinions on Accelerating the Promotion of Rural Talents" also clearly reflects the important position of rural governance talents in the multiple subjects of rural talents,proposes to speed up the training of rural governance talents,and emphasizes that rural governance talents are the "front-line force" of grass-roots construction.At present,there are some problems in the construction of rural governance talent team in Ma’anshan City,such as unreasonable level division,inadequate policy implementation,low comprehensive quality,imperfect training mechanism,ineffective incentive mechanism,insufficient standardization of evaluation and supervision mechanism,low satisfaction of treatment,and insufficient stability of talent team.Therefore,this paper tries to analyze the causes of its shortcomings and put forward a perfect plan for the construction of rural governance talent teams.This paper takes the Rural Revitalization Strategy as the background,takes the rural governance talents in Ma’anshan City as the research sample,combs and summarizes the research situation at home and abroad,combines the talent incentive theory,rural human capital theory and policy science theory,summarizes the national policies,local policies and main measures of talent team construction,and summarizes the current situation of rural governance talent team construction in Ma’anshan City.Through offline questionnaires and field visits,we found four difficulties in the construction of talent team in Ma’anshan City,and analyzed the reasons such as vague local policy content,low public trust and recognition,insufficient attention and publicity,weak attraction of talent development environment,and lack of stability of financial investment.According to the above contents,it is proposed from four aspects: standardizing the talent classification and identification mechanism,formulating the talent introduction mechanism in line with local reality,innovating the way of talent introduction mechanism,and establishing a special fund for rural governance talents;Innovate the evaluation and supervision mechanism,establish a scientific elimination mechanism,and improve the talent training mechanism;Improve the talent incentive mechanism,clarify the responsibilities among departments,and build a talent management linkage platform;Improve the guarantee mechanism of talent treatment,build the rural social security mechanism,improve the internal care mechanism,and strengthen the publicity and promotion.
