Research On The Construction Of Rural Talent Team Under The Background Of Rural Revitalization

Talent is the first resource in the construction of socialist modernization.In the process of realizing rural revitalization,talent is the most critical,active and decisive factor.It is an urgent task in the process of realizing the goal of rural revitalization to fully tap rural human resources,improve the system and mechanism of rural revitalization talent team construction,and build a rural talent team with sufficient quantity,reasonable structure and excellent quality.As the maker of the public policy of rural revitalization and the leader of the distribution of public resources,government departments always play a leading role in the process of rural revitalization and the construction of talent teams.They must establish a people-oriented concept,transform government functions,give full play to the advantages of resource allocation,and mobilize all positive factors to promote the construction of talent teams.From the perspective of public management,this paper takes Y County,a typical representative of the Loess Plateau in northern Shaanxi Province,as an example.Through the combination of theoretical analysis and field investigation,this paper comprehensively combs the basic situation of Y County and the current situation of talent team construction in the implementation of rural revitalization strategy,analyzes a series of problems existing in the construction of rural talent team in the county,and puts forward corresponding countermeasures and suggestions.Through the research,it is found that in the process of implementing the rural revitalization strategy,Y County has actively explored new ideas and methods for the construction of rural talent team through a series of measures.Although it has achieved certain results and accumulated certain experience,there are till some problems,such as insufficient total talent,unreasonable talent team structure,lack of professional and practical talents and serious brain drain.Through in-depth analysis of its causes,it is mainly reflected in the imperfect system and mechanism,weak industry development,shortage of human capital and insufficient guarantee in the construction of rural talent team in Y County.In view of the above difficulties in the construction of talent team,this paper believes that rural talents are the cornerstone of rural revitalization and the key to the success or failure of rural revitalization strategy.We should strengthen the top-level system design and establish a sound institutional mechanism.Innovative talent cultivation mode,mining local talent resources;strengthen talent training and create compound talents;improve the incentive assessment system and form a joint force for rural talent cultivation;give priority to the development of education,improve the quality of personnel training and other aspects to form a strong joint force for the revitalization of rural talents,and provide a strong talent guarantee for Y County to achieve the goal of rural revitalization.
