Study On The Problem And Countermeasures Of The Construction Of Rural Practical Talents And Teams In Quxian Under The Background Of Rural Revitalization

The rural revitalization strategy is first put forward in the 19 th National Congress of the Communist Party of China,that is to say,promoting the "five" revitalization,among which the revitalization of talent is the key.Rural practical talent as an important part of agricultural rural talent team,therefore,to promote rural revitalization should strengthen the construction of rural practical talent team,attract excitation in underdeveloped rural practical talents in rural revitalization,build a sufficient number,good quality,reasonable structure,function,dynamic rural practical talent team.Quxian county as a large agricultural population county in eastern Sichuan basin,since implemented the strategy of rejuvenating the country,Quxian county act ively promote modern agriculture to mass transfer efficiency,by upgrading the modern agriculture,optimizing the industrial layout,strengthening project support,polishing "before-Cong taste" brand four operations,which has obtained certain result.However,as the country revitalization strategy carried forward,the quantity,quality and function of rural practical talents have gradually become an important factor restricting the development of agriculture and rural areas.From the perspective of rural revitalization,this study studies the cultivation and incentive of rural practical talent team construction,which is of great practical significance for consolidating and expanding the achievement of poverty alleviation and effectively connecting with rural revitalization,promoting agricultural and rural modernization,and realizing common prosperity.Based on human capital theory,new public service theory and incentive theory,this paper uses literature research method,questionnaire survey method,interview method and other research methods to analyze the construction status of rural practical talent team in Quxian County,Sichuan Province under the background of rural revitalization.It is found that in the construction of rural practical talents team in Quxian County,some achievements have been made in adhering to the party’s management of talents,optimizing the policy environment for talent development,and building the platform for talent development and cultivation.But the current Quxian county rural practical talent is also the overall quality is not high,management,service does not reach the designated position,do not pay enough attention to cultivating talent development,talent shortages exemplary role to play,the main reason for the problem is talents working mechanism is not effective,not enough emphasis,talent development environment is superior,talent work underfunded,the backwardness of their own talent.Therefore,under the background of rural revitalization strategy,based on the new situation,new tasks and new requirements of agriculture,rural areas and farmers" in Quxian,objective and comprehensive analysis of the construction of rural practical talent team,adhere to the actual needs of rural revitalization and development as the guidance,in view of the existing problems,From the explicit direction talent team construction,improve the working mechanism of rural practical talent,talent special funds should be increased,to improve and optimize the talent development environment aspect perfect,improve the whole quality and ability,Quxian county rural practical talent team to the rural practical talents under the background of rural revitalization better demonstration leading role into full play.The purpose of this paper is to provide theoretical and practical basis for better construction of rural practical talent team and promotion of rural revitalization strategy.
