Therefore,the Communist Party of China Central Committee with Comrade Xi Jinping at its core made strategic arrangements in the report of the 20 th National Congress.The deployment is made to comprehensively promote rural revitalization,which is in line with the direction and goals of China’s social development.The rural talent team is the main force to promote the development of agriculture and rural areas,and it is also an important talent guarantee for the comprehensive realization of China’s agricultural and rural modernization.The important component and task of comprehensively realizing rural revitalization is to actively promote the development of rural talent resources and strengthen the construction of rural talent teams.With the promotion of rural revitalization strategy in depth and breadth,the economic level has been continuously improved.However,rural talents have gradually failed to keep up with the pace of rural development.From the perspective of rural revitalization,how to cultivate a group of rural talents who are "educated,skilled and good at management" is the most pressing task at present.On the basis of understanding the overview of related theories,combined with the actual situation of Xiakou Town,Xingshan County,Hubei Province,this paper systematically analyzes the rural talents in Xiakou Town,and summarizes the preliminary results of the current rural talent team construction: the scale of the rural talent team steadily growing,the environment for the development of rural talents is gradually improving,and the supporting role of rural talents has been obviously enhanced.At the same time,it is also found that the construction of the rural talent team in Xiakou Town still faces practical dilemmas such as large talent gap,serious loss,and overall low quality.The reasons for these problems lie in the conceptual barriers and lack of institutional guarantees in the construction of rural talent teams.The attractiveness of rural areas to talents is also relatively low,and the mechanism for rural talent education and training needs to be improved.Talents first in Rural Revitalization,and strengthening the construction of rural talent teams is an important support for rural construction and development.The current dilemma faced by Xiakou Town is a common problem faced by many rural areas.Accordingly,based on the reality of development,this paper comprehensively analyzes the survey results of Xiakou Town,and in accordance with the basic principle of "introduction from outside and training from inside",to strengthen rural talents specific countermeasures have been put forward for team building: led by the government,correctly guiding career positioning,and firmly establishing a scientific talent concept;improving the urban and rural registered residence system,talent incentive system as well,increasing investment in talent funds,and actively helping talents grow healthily;improving rural infrastructure and emphasizing highlights of industrial development in order to properly respond to major risks,and strive to create a favorable talent ecosystem;improving the support mechanism for rural talent cultivation and promoting the sharing of urban and rural educational resources,meanwhile,promoting the deep integration of schools,enterprises,and land,vigorously improving the overall quality of the team as well.Generally speaking,as long as the development and training of rural human resources is always put in the first place and a good environment for talent development can be created,more outstanding talents will naturally be willing to come to rural area,stay in rural area,and take root in rural area. |
