Research On Network Public Opinion Management In Emergencies Of R City

As a branch of public crisis,online public opinion management in emergencies not only affects the direction of public opinion,but also relates to the effect of government public management.In recent years,with the advent of the network information era,many criminals take advantage of the concealment and convenience of network communication to spread inflammatory remarks on the network and deliberately denigrate the image of the government.Especially after the outbreak of the novel coronavirus epidemic,some people with ulterior motives have distorted right from wrong on the Internet,published a large number of false news,and discredited the government’s actions,causing a great negative impact on the online public opinion emergency management of government emergencies.As a city under the jurisdiction of W City of Zhejiang Province,R City has experienced several emergencies in recent years,such as "hijacking of an experimental primary school" and "concealment of the novel coronavirus epidemic".Due to the lack of due attention from the government and the lack of effective emergency management of online public opinion after the outbreak of such emergencies,online public opinion is flooded,which has caused adverse impact on the image of the government.At the same time,it also brings new challenges to the public management of Ruian City government.This article USES the case analysis,field survey and other research methods,based on the theory of public management,on the basis of analyzing the R emergency government Internet public opinion emergency management status,and combined with "hijack experiment elementary school","new crown outbreak cover-up" two typical Internet public opinion emergency management cases,It is found that there are mainly problems in the emergency management of online public opinion in R city,such as unclear information content of government announcements,not timely guidance of online public opinion,lagging time of emergency treatment,and lack of perfect coping mechanism of online public opinion.Through the actual research,it is found that the main reasons for these problems are: the lag of public management cognition of government officials,the unreasonable behavior of the government’s online public opinion emergency management,and the imperfect operation mode of public opinion emergency management.In order to further promote R emergency government Internet public opinion emergency management effect,suggest R government to raise the attention of the network public opinion to emergencies emergency management,strengthen the crisis management of emergency network public opinion,optimization of emergency operation mode of Internet public opinion emergency management,emergency management mechanism,improve the network of emergency public opinion Comprehensively improve the efficiency and quality of the government’s online public opinion emergency management on emergencies,create a healthy and rational network environment,and enhance the effect of the government’s public management.At present,the management of online public opinion on emergencies mainly tends to be analyzed from the perspective of macro theory,while few scholars carry out research from the perspective of micro cases.Based on the online public opinion management mechanism of R City,this paper studies the online public opinion management of R City emergencies from a micro perspective,combining with two typical online public opinion management cases of "hijacking of experimental primary school" and "concealment of novel coronavirus epidemic".It can not only help R municipal government objectively realize the shortcomings of its own online public opinion management in emergencies,but also enrich the research perspectives of related topics and have certain innovation in order to promote the improvement of the online public opinion management mechanism for emergencies in R city.
