Research On The Governance Of Local Government Public Emergencies On Online Public Opinion

In the Law of the People’s Republic of China on Emergency Response,relevant departments,professional institutions,monitoring networks and personnel with specific responsibilities are required to collect and report relevant information in a timely manner,publish channels reflecting information on emergencies to the society,and strengthen monitoring,forecasting and early warning work on the occurrence and development of emergencies.Timely release to society the information and analysis and assessment results of the public-related emergencies forecast,and manage the reporting of relevant information.With the rapid development of network technology and the rise of emerging media,bringing changes in the traditional way of information dissemination,the public has become accustomed to receiving information and expressing their opinions through the Internet platform.While the Internet has become an important platform for information dissemination,it has also become an important channel for government departments to understand the dynamics of citizens’ thoughts and a major platform for releasing information on public emergencies.In sudden public events,the increasing public demand for freedom of expression and speech has led to more diversified information dissemination channels and communication subjects.Since the outbreak of the new coronavirus epidemic,it has caused rapid fermentation of public opinion on the Internet.Because of the special nature of public emergencies,the public often becomes panic-stricken and affects its thinking and understanding of the emergencies.The public’s unstable emotions caused by insufficient information can form a large number of negative online public opinions.If local governments do not handle public opinion on public emergencies properly,the public is likely to feel dissatisfied with the government and believe that the government needs to take responsibility,thus causing a crisis of trust in the government,destroying social stability and increasing the difficulty of governance for local governments.How to adopt effective methods to deal with online public opinion crises of public emergencies and reduce the negative impacts brought by online public opinion crises is a great challenge for local governments’ online public opinion governance of public emergencies at present.This study uses the case study method,evolutionary game method,and simulation analysis method to analyze the public opinion governance of local governments in specific cases,starting from the concepts of public emergencies,online opinion governance,and opinion leaders,and applying agenda setting theory,crisis management theory,and evolutionary game theory to the current overview of online opinion governance of public emergencies.This study concludes that the local government,opinion leaders and ordinary netizens are the main game subjects in the development of public opinion on the Internet during public emergencies,and the three parties make strategic choices based on their own interests and losses.On the premise that the subjects are clear,we analyze the evolutionary game of the three subjects in the process of online public opinion management of public emergencies.For the constructed three-party game evolution model,MATLAB software is used for simulation analysis.Through the analysis,it is found that the following three problems exist in the process of online public opinion management of local governments in China at this stage: local governments ignore the coordination with various subjects in public opinion;local governments do not manage online public opinion in a timely manner;and local governments do not achieve significant results in online public opinion management.The causes are further explored and summarized as follows: insufficient awareness of local government’s online public opinion governance;unsound mechanism of local government’s online public opinion governance;neglecting the role of special social groups in guiding public opinion;and poor two-way communication between local government and the public and neglecting public opinion.Based on the above analysis,this study proposes countermeasures and suggestions for improving the level of online public opinion governance of public emergencies in four aspects: improving the awareness of local governments of online public opinion governance,giving full play to the active guiding role of local governments,improving the legal and institutional construction of online public opinion governance,and perfecting the mechanism of online public opinion governance of local governments,with a view to providing practical suggestions for local governments to improve the level of online public opinion governance of public emergencies.The purpose is to provide practical suggestions for local governments to improve the level of online public opinion governance of public emergencies.
