With the application and development of mobile Internet technology,the new media wave is sweeping the world.In the new media era where everyone has a microphone to make himself heard,online public opinion is becoming the wind vane of social opinion,which has a profound influence on all aspects,including politics,economy and society.Like a double-edged sword,on the one hand,it can speed up promoting the social opening and progress and constructing the service-oriented government.On the other hand,however,if it is not properly handled,it may induce public panic and trigger various radical behaviors,affecting social harmony and stability.As explicitly proposed in the report of the 20 th Party Congress,we need to strengthen the construction of a full media communication system and shape a new pattern of mainstream of public opinion,which fully demonstrates that General Secretary Xi Jinping and the Party Central Committee attach great importance to the new pattern of mainstream public opinion.Facing the network public opinion on emergencies under the new situation,some local governments have not yet mastered its spreading characteristics and rules.Consequently,problems such as inadequate information disclosure,untimely response and poor synergy of network public opinion governance frequently occur in the process of prevention,response,disposal and guidance,leading to the lost focus of public opinion and frequent occurrence of secondary public opinion,which seriously affects the government’s image and credibility.How to correctly view and handle online public opinion and enhance the ability to guide and respond to online public opinion is a major and pressing task in front of governments at all levels,which greatly tests the government’s governing level and competence.In the context of new media,this paper takes the current situation of online public opinion governance in S District of Chengdu City as the entry point and adopts literature research method,case study method,questionnaire survey method and interview method to sort out and summarize the progress of online public opinion governance in S District and summarize the following four problems: firstly,the monitoring and early warning of online public opinion is not under supervision;secondly,the disclosure of online public opinion authoritative information is inadequate;thirdly,the synergy of online public opinion governance is poor;fourthly,the strength of online public opinion governance team is weak.The reasons mainly lie in the four aspects: imperfect construction of online public opinion monitoring and early warning mechanism,imperfect information disclosure mechanism of network public opinion,imperfect coordination and linkage mechanism of online public opinion,and inadequate talent cultivation mechanism for network public opinion governance.By drawing lessons and inspirations from typical domestic cases and based on collaborative governance theory,agenda setting theory and crisis life cycle theory,we propose targeted governance countermeasures: firstly,improve the monitoring and early warning mechanism of public opinion on the Internet for emergencies;secondly,complete the public information disclosure mechanism of public opinion on the Internet for emergencies;thirdly,improve the network public opinion linkage mechanism for emergencies;and fourthly,optimize the training mechanism of public opinion governance team on the Internet for emergencies.The research results can help improve the ability of government departments in S district to manage public opinion on the Internet during emergencies,and also provide experience for other districts(counties)with similar characteristics to S district to carry out public opinion management on the Internet. |
