Research On Rural Living Environment Governance Under The Rural Revitalization Strategy

China is a large agricultural country with many rural permanent households,according to relevant statistics: by the end of 2021,China’s rural permanent population is498.35 million people,accounting for 35.28% of the total population.In the report of the Nineteenth National Congress of the Communist Party of China,General Secretary Xi Jinping put forward the strategy of rural revitalization for the first time,and "ecological livability" has become one of the general requirements for rural revitalization.As an important task in realizing rural revitalization,improving the rural living environment can not only enable farmers to enjoy modern civilization,but also lay a solid foundation for building a harmonious socialist society.Therefore,it is of great theoretical and practical significance to explore how to make the construction of the rural human settlement environment more in line with the needs of rural development.Based on the theory of multiple governance and rural governance,this paper studies the improvement of rural human settlements governance through literature research and empirical investigation of human settlements governance in Boye county.By consulting the literature and books on rural human settlements governance at home and abroad,this paper understands the relevant concepts and theoretical basis,and expounds the necessity of improving the quality of rural human settlements under the background of Rural Revitalization.Based on the empirical investigation and relevant government documents of ten administrative villages in Xiaodian Town,Beiyang town and Nanxiaowang town of Boye County,combined with the current situation of rural human settlements in Boye County,the fuzzy comprehensive analysis method is used to calculate the satisfaction of rural residents in Boye county with the governance of rural human settlements.Combined with the field investigation,the problems existing in the governance of human settlements in Boye county are summarized,such as the inadequate implementation of policies The collaborative governance between government departments is insufficient,and the participation of multiple subjects in the provision of public services has limitations.In view of the above problems,this paper puts forward countermeasures and suggestions to improve the rural residential environment in this area from the perspective of policy implementation,collaborative governance among government departments and multi-body participation in the provision of public services,including: improving the driving force of policy implementation;Improve the mechanism and strengthen inter departmental collaborative governance;Fully guide and encourage the participation of multiple subjects.
