Research On Problems And Countermeasures Of Township Cadre Team Construction Under The Background Of Rural Revitalization

The rural revitalization strategy was proposed at the 19 th CPC National Congress and written into the Party Constitution.Under the new situation,the report of the 20 th Party Congress points out that the revitalization of the countryside should be comprehensively promoted and the priority development of agriculture and rural areas should be adhered to.Township cadres are the implementors of Party and government policies at the grass-roots level,which is the important basis and guarantee for the successful implementation of the rural revitalization strategy.Therefore,to implement the rural revitalization strategy,it is necessary to build a strong cadre force that understands agriculture,loves the countryside and loves farmers.At present,city S is entering a new stage of accelerating the integrated development of urban and rural areas and promoting rural revitalization,but the current cadre construction in township H of city S can hardly support the requirements of rural revitalization and many problems have arisen.This study adopted the research methods of literature research,interviews and questionnaires.The study found that there are several outstanding problems in the current cadre team construction in the township;firstly,the structure of the cadre team is unbalanced and the matching of people and posts is poor;secondly,the team management is lagging behind and there is a general work burnout among cadres;thirdly,the stability of the cadre team is poor and excessive staff turnover;ourthly,the assessment and evaluation mechanism of cadres needs to be improved,the assessment system is not scientific.All kinds of contradictions have restricted the further development of local villages.Therefore,it is imperative that the township and the higher authorities work together,through policy guidance,to build a perfect township cadres selection mechanism,through policy guidance,construct and perfect the township cadre appointment mechanism,accurately appoint outstanding cadres,innovate training methods,enhance the cadre team ability,improve the incentive guarantee mechanism and assessment mechanism,stimulate the cadre work enthusiasm,ensure that all kinds of outstanding cadres "can join the team" "willing to learn" and "dare to take responsibility".enrich the township cadre team.We will activate the vitality of rural vitalization and contribute to the new chapter of rural vitalization.
