An Empirical Study On The Governance Ability Of Township Cadres In Nandan County Of Hechi City Under The Background Of Rural Revitalization

The Party’s Report to the 20 th CPC National Congress pointed out that the most arduous and arduous task is still in the countryside to comprehensively promote the revitalization of the countryside and to comprehensively build a modern socialist country.To accomplish this arduous task,we need to rely on the township cadres who are rooted in the first line of the countryside.They are a solid force to promote the revitalization of the countryside.In recent years,the state has actively promoted the development of the modernization of the national governance system and governance capacity.The governance capacity of township cadres is an important part of the modernization of the national governance system and governance capacity,and plays a leading role in the modernization of rural governance.This also means that the requirements for the governance capacity of township cadres have reached a new level.The content covered by the township cadres’ governance ability and the current situation of the township cadres’ governance ability level have become an important topic of concern in the industry and academia.At present,most domestic scholars have carried out theoretical research on the township cadres’ governance ability.It can be seen that the township cadres’ governance ability deserves attention.However,it is found that there is not much empirical research on the governance ability of township cadres combined with the implementation of the rural revitalization strategy,and there is a phenomenon that the theory is more important than the empirical.To comprehensively promote the revitalization of villages,it is necessary to conduct empirical research on the governance ability of township cadres.Based on this,taking the cadres of villages and towns in Nandan County of Hechi City in Guangxi as the research object,the empirical research is carried out by using field research method,investigation interview method and statistical analysis method.First of all,on the basis of combing the research literature of township cadres’ governance capability,the measurement dimensions and key influencing factors of township cadres’ governance capability in Nandan County are preliminarily confirmed.Combined with the field research,questionnaires and measurement scales are designed,and the research theoretical model is constructed and research assumptions are put forward.Secondly,the cadre of villages and towns in Nandan County was sent out a questionnaire in the form of electronic questionnaire.184 questionnaires were recovered,172 valid questionnaires were received,and the effective questionnaire recovery rate was 93.45%.Finally,SPSS25.0 is used to conduct factor analysis,descriptive statistical analysis of individual characteristic variables and analysis of variance on the effective questionnaires,and other statistical analysis methods are used to comprehensively evaluate the governance capacity and dimensions of township cadres in Nandan County,and AMOS26.0 is used to construct a structural equation model of key influencing factors to verify the research assumptions.The results show that under the background of rural revitalization,the governance ability of township cadres in Nandan County includes five dimensions: political executive ability,economic resources integration ability,rural cultural governance ability,public service governance ability and knowledge and skills learning ability.Among these five dimensions,only economic resources integration ability has significant difference in different age groups,while the other four dimensions have no significant difference in demographic individual characteristic variables.Performance appraisal,department pressure and work motivation,as the key factors affecting the governance ability of township cadres in Nandan County,significantly and positively affect the governance ability of township cadres in Nandan County;Performance appraisal has a significant positive impact on work motivation,while departmental pressure has a significant negative impact on work motivation.As an intermediary variable,work motivation plays an intermediary role between performance appraisal and governance ability of township cadres in Nandan County.According to the conclusion of the empirical research,this paper puts forward some suggestions on improving the governance ability of township cadres in Nandan County from the aspects of personnel revitalization,organization revitalization and industry revitalization.
