The report of the 19 th National Congress of the Communist Party of China pointed out that the problem of farmers in agriculture and rural areas is a fundamental problem related to the national economy and the people’s livelihood.We must always take solving the "three rural" problems as the top priority of the whole party’s work and implement the rural revitalization strategy.Talent is the key to the implementation of the rural revitalization strategy.As the implementers and executors of the rural revitalization strategy,the rural grassroots cadres are the important link between the party and the government to connect the peasants and the key group to promote rural revitalization.Judging from the current construction of the rural grass-roots cadre team,some problems are still exposed in the promotion of the rural revitalization strategy,such as the unreasonable proportion of the cadre team structure,the low comprehensive quality,and the poor ability to drive the industry.Therefore,taking the rural revitalization strategy as the background of the times,it is of great research value to study the construction of rural grass-roots cadres,analyze the reasons for the problems in combination with relevant theories,and then propose countermeasures.This paper mainly conducts an investigation and research on the construction of rural grass-roots cadres in L Town,N City,Heilongjiang Province by means of literature analysis,field interviews and other research methods.The cadre team reviews and defines relevant concepts such as rural revitalization strategy and rural grass-roots cadres,and introduces basic theories such as human capital theory,new public management theory,Maslow’s hierarchy of needs and other basic theories to lay a theoretical foundation;the second is empirical research.First of all,taking the rural grass-roots cadre team in L town in N city as an example,through questionnaires and on-the-spot discussions,we comprehensively understand the actual performance and existing problems of the current rural grass-roots cadre team in L town in N city in the implementation of the rural revitalization strategy.Summarize and analyze,and apply it to this article to provide data support for strengthening the construction of rural cadres in L town,N city;the third is countermeasure research,by consulting domestic and foreign literature,and learning from other regions in the context of rural revitalization strategy,strengthen rural grassroots cadres Based on the experience and practice of team building,suggestions and countermeasures are put forward for the team building of rural grass-roots cadres in L Town,N City,Heilongjiang Province.The research conclusions of this paper include: 1.There are serious brain drain in the construction of rural grass-roots cadres in L town,N city,weak reserve cadres,lack of pertinence in cadre education and training,single training methods,emphasis on training process rather than actual results,and insufficient salary guarantee,low political benefits,and low retirement subsidies;the reasons for the problem are the low attractiveness of rural grassroots cadres,the lack of attention paid to cadre education and training by organizational departments and rural grassroots cadres,the particularity of the identity of rural grassroots cadres,and the evaluation mechanism of rural grassroots cadres Incomplete,the rural grass-roots cadre supervision mechanism is not perfect.2.In view of the current problems in the construction of rural grass-roots cadres in L town,N city,L town in N city needs to further optimize the selection mechanism,select the best and strengthen the rural grass-roots cadre team;improve the education mechanism,optimize the rural grass-roots cadre training mechanism;strengthen incentives mechanism to mobilize the motivation of rural grass-roots cadres;optimize the assessment mechanism to stimulate the vitality of rural grass-roots cadres;improve the supervision mechanism and standardize the behavior of rural grass-roots cadres.It is expected that through this research,it can provide directions for strengthening the construction of rural grass-roots cadres in L town,N city,and provide reference for other areas to strengthen the construction of rural grass-roots cadres. |
