The 20 th National Congress of the Communist Party of China emphasized "comprehensively promoting rural revitalization" and made "building livable,suitable for work,and beautiful rural areas" an important goal of rural revitalization.It pointed out that "the most arduous and arduous task of comprehensively building a socialist modern country still lies in rural areas".The comprehensive promotion of rural revitalization has put forward higher requirements for the incentive mechanism for township cadres,mainly including appropriate increase in salary subsidies,broader promotion space,more accurate assessment and evaluation,and more effective cadre training.In reality,the responsibilities of grassroots cadres are arduous,coupled with the lack of time,energy,and passion to fully promote the rural revitalization strategy and public services due to their involvement in epidemic prevention and control in the past three years.How to continuously stimulate the work enthusiasm of grassroots cadres through sound incentive mechanisms has become an important public management issue.This study takes township cadres in L city,Henan province as the research object,and analyzes the overall situation of township cadres in L city from aspects such as age,education level,gender,and staffing.It also introduces the overall incentive mechanism for township cadres in L city from aspects such as promotion mechanism,salary and welfare mechanism,commendation mechanism,and fault tolerance and exemption mechanism.On this basis,through data analysis,questionnaire surveys,and individual interviews,it was found that township cadres in L city are not satisfied with the current incentive mechanism,especially with salary incentives,promotion incentives in career development,and fault tolerance and exemption in strict management.Overall,the incentive effect is not satisfactory.There are five issues in the incentive mechanism for township cadres in L city,including unreasonable promotion system,insufficient motivation for salary incentives,relatively backward training incentives,poor spiritual incentives,and inadequate fault tolerance and exemption systems.On the basis of analyzing the causes of the problems,corresponding feasible countermeasures have been proposed: firstly,establish a multi-channel promotion system,which mainly includes three aspects: appropriately breaking identity restrictions,improving cadre career planning,and strictly implementing promotion policies;The second is to establish a diversified salary system,which mainly includes three aspects: fair distribution of cadre income,dynamic adjustment of salary standards,and improvement of performance evaluation rewards;The third is to establish a precise training mechanism,which mainly includes establishing a solid system of training thinking,coordinating cadre training resources,and other aspects;The fourth is to improve the warm care mechanism,enrich specific measures for care,strengthen the honor recognition system,and strengthen the psychological counseling system;The fifth is to improve the fault tolerance and exemption mechanism,which mainly includes three aspects: defining fault tolerance boundaries,standardizing fault tolerance procedures,and clarifying fault tolerance subjects.By studying this issue,it is beneficial to enrich the incentive theory of township cadres in China and to comprehensively promote the high-quality and efficient implementation of rural revitalization strategies.
