The nation will revive and the countryside will revitalize.At the 20 th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that "select high-quality professional cadres who are loyal,clean and responsible,and select and strengthen leadership at all levels." It proposes to comprehensively promote rural revitalization and outlines a blueprint for the work of agriculture,rural areas and farmers in the new era.In 2023,the No.1 Central Document pointed out that it is necessary to comprehensively improve the ability of village teams to lead rural revitalization.As an important subject of the party and the country to implement the strategy of rural revitalization,rural grassroots cadres are not only the bridge and link between the party and the government and the people,but also the backbone of the work of agricultural and rural modernization.Under the background of the rural revitalization strategy,it is of great significance to build a contingent of " three rural " cadres who are politically competent,adapt to the requirements of the new era,and have the ability to lead the construction of agricultural power.Based on the background of rural revitalization strategy,this paper selects the rural grassroots cadres in Jilin Province as the research object.First of all,based on the relevant literature review and inductive analysis,combined with the academic research to clarify the concept,Marx and Engels proletarian cadres theory,Mao Zedong on the construction of cadres,the theory system of socialism with Chinese characteristics about the cadre team construction and Xi Jinping’s important expositions on cadres team construction,clear the rural grassroots cadres of the construction of the theoretical basis.Secondly,through the questionnaire survey,the current situation of the construction of rural grassroots cadres in Jilin Province was investigated and analyzed.At present,the construction of rural grassroots cadres in Jilin Province has achieved positive results,the ability to help industrial development has been improved,the measures of party conduct and clean government education and the ways of participating in environmental governance have been continuously enriched,the construction of spiritual civilization has achieved remarkable results,and the party building has led the continuous deepening of villagers autonomy.The existing problems mainly include the insignificant effect of political leadership,the uneven work style,the unbalanced team structure,the unsatisfactory mobilization of enthusiasm,and the unstable shaping of service consciousness.The reasons for further exploration are that the political literacy training is not sufficient,the ability and quality are not suitable,the rural talent reserve is insufficient,the salary incentive system is not perfect,and the supervision and management are not in place.Finally,combined with the development requirements of the rural revitalization strategy.the countermeasures are proposed.First,strengthen political literacy training.By strengthening ideological and political education,adopting diversified training,learning Jilin red culture and other ways to improve the political literacy of rural grassroots cadres.Second,temper comprehensive excellent ability quality.We will focus on improving the awareness of rural grassroots cadres to be honest and serve the people,implement the normalization of warning education,and improve the ability to develop characteristic industries.Third,multi-channel revitalization of talent team.It is necessary to improve the selection,appointment and exit mechanism of rural grassroots cadres,pay attention to the training of rural young reserve cadres,and rely on the resources of colleges and universities in Jilin Province to inject vitality into rural revitalization.Fourth,improve the material and spiritual incentive system.On the basis of smoothing the promotion channels for rural grassroots cadres,optimizing the salary structure and implementing welfare guarantees,we should pay attention to the spiritual incentives for rural grassroots cadres.Fifth,weaving secret supervision and management network.Construct a multi-supervision mechanism combining the supervision committee of the higher discipline inspection committee,the village affairs supervision and management committee and the mass supervision,implement the assessment management around the rural revitalization,and form a horizontal and vertical supervision force.In order to provide reference for Jilin Province and other regions to build a high-quality rural grassroots cadre team that understands agriculture,loves the countryside and loves farmers,and promotes the smooth implementation of the rural revitalization strategy.
