Study On Operation And Development Of Village Two Committees "One Shoulder Carries"

Article 18 of the Opinions of the CPC Central Committee and The State Council on Establishing and Improving Systems,Mechanisms and Policies for Integrated Urban and Rural Development,issued and implemented on April 15,2019,states that secretaries of village Party organizations shall be fully promoted to serve as chairmen of village committees and heads of village-level collective economic organizations and cooperative economic organizations through legal procedures.Since then,opened the village party branch secretary,village director "shoulder to shoulder" mode of comprehensive operation of the era,reversed the previous "two committees" team members,branch secretary and village director check and balance each other,to a certain extent to solve the situation of grass-roots governance contradictions,but on the other hand,also brought great governance problems.This paper selected D Street in L City,which I am familiar with,as the background,and explored and studied the practice of "one shoulder to carry out" in2021 when the two party committees of this street will be replaced.From the previous data,data collection and organization director-general of streets,organ staff visiting survey of elected the pattern of "may" have a preliminary understanding,to late to Ou Zhi related units,streets,staff,two committees cadre’s visiting survey preliminary mastered D street comprehensively implement the change after the "may",and the problems.Through a profound comparative analysis,we have grasped the problem of "one shoulder to pick" in D Street at the present stage,which appears in the process of selection and appointment,the operation of the two committees,and the supervision and discipline enforcement.It is manifested in unbalanced competition,unbalanced development,multiple work tasks,high pressure,uneven distribution of power,many historical problems,polarization,non-standard and ineffective villagers’(Party members’)congress,poor operation of supervision committee,inadequate supervision of discipline inspection and supervision organizations,and weak social supervision force.During the research process,through soliciting opinions from various parties and combining with the actual work of myself,the corresponding countermeasures and suggestions are put forward for the better functioning of "one shoulder carrying" operation.Some references are provided in the development of rural governance under the leadership of the party branch secretary in order to promote grassroots governance to a new level.
