In recent years,public opinion related to the police has appeared frequently on Internet media platforms,some of which have attracted national attention,for example: the June 10 Tangshan barbecue restaurant beating incident in 2022,the Hu Xinyu incident in2022...It can be said that people all over the country are paying attention Concerned about the development of the incident,once these police-related public opinions are improperly handled,not timely guided,and not properly controlled,the public opinion will spread and continue to ferment,and it is very easy to quickly develop into negative police-related public opinions,which will damage the relationship between the police and the public,and damage the image of public security organs and government departments,and even affect social stability and pose a threat to national security.On October 18,2017,General Secretary Xi Jinping made an important speech at the Nineteenth National Congress of the Communist Party of China: "Adhere to the correct orientation of public opinion,attach great importance to the construction and innovation of communication methods,and improve the dissemination,guidance,and influence of news and public opinion.Power and credibility.Strengthen the construction of Internet content,establish a comprehensive network governance system,and create a clean cyberspace.” With the development of Internet technology,the management of police-related public opinion is extremely important.Starting from the definition of public opinion,police-related public opinion and public opinion management,this paper uses the 4R theory of crisis management,collaborative governance,agenda setting and other research theories to build a theoretical research framework for public opinion management,social governance and government functions,and analyze public opinion management and social governance,the interaction between government functions,combined with work practice,analyzed the status quo,main practices,and existing deficiencies in the management of police-related public opinion in Ruijin City,and concluded that the city’s public opinion management has insufficient ideological understanding,insufficient coping capabilities,and mechanisms Insufficient soundness,insufficient response linkage,professional level of team members,insufficient funding guarantee and other issues;from the perspective of the main audience of public opinion diffusion-netizens,the main media of public opinion dissemination-new media perspective,the main body of public opinion management-government management perspective,Public opinion involves itself—from the perspective of the public security organs itself,and external forces that interfere with public opinion—from the perspective of hostile forces to analyze the causes of existing problems;on the basis of absorbing and learning from the experience and practices of relevant local departments in public opinion management,start with new media that affect police-related public opinion Put forward targeted countermeasures for factors such as management,improving the ability of netizens to distinguish,and guarding against hostile forces.Then,from the four periods of the initial period,rising period,peak period,and fading period divided according to the development process of police-related public opinion,a one-to-one correspondence is proposed to establish and improve early warning.Mechanism,intervention mechanism,coping mechanism,feedback mechanism and other countermeasures.
