At present,China is in the transitional period of deepening political and economic reform.At the same time,all kinds of social problems and contradictions are highlighted,which is bound to be related to the self-interest of some groups.The rapid development of the Internet and rapid changes of a good variety of network platforms have greatly changed people’s way of life,breaking the traditional media stereotypes of the shackles.What’s more,with the rapid spread and wide range of the network information,netizens can use mobile phones and other electronic mobile devices at any time and place to express their views and opinions,while other netizens will comment or forward some articles on the basic of their own response levels.As one of the government departments,the public security organs are a special team with political sensitivity,directly in the front line of social management,dealing with all kinds of social contradictions,the daily law enforcement activities of the public security organs,the civilian police directly exposed to the public.If not handled properly and a negative public opinion is formed in the network,there will be a negative impact on society,inducing people’s negative emotions.In the meanwhile,there will be more changes for those with ulterior motives to create rumors and hostile forces both at home and abroad to promote speculation.That even leads to the occurrence of mass incidents,which not only affects the enthusiasm of civilian police work,but also seriously damages the image of the public security organs.Based on all these,public security organs will face the serious challenges of the network environment.This paper summarizes the current situation of public opinion research on police—related networks at home and abroad,on the basis of specifying the relevant concepts and characteristics of police-related network public opinion,focusing on the combination of crisis management theory and agenda setting theory in the field of public management,using literature research method,case analysis method,comparative research method,etc.,to expound the current situation of public security organs’ management of police-related network public opinion and This paper analyzes the typical cases of police related network public opinion caused by the "Taifu middle school incident in Luxian County,Sichuan Province" in recent years,and points out that the public security organs are lagging behind in response to police related public opinion,the effect of public opinion crisis response plan is not good,the response mode of public opinion crisis is not scientific,and the refusal of media participation in public opinion crisis management,this paper offers some pointed suggestions on how to improve the ability of avoiding negative public opinion and abilities public security and other targeted suggestions by using crisis management theory.Police-related network public opinion response is a whole work,must be multi-pronged,multi-sectoral joint promotion.Reducing the occurrence of negative police-related network public opinion must be improved from the improvement of laws and regulations,the improvement of public opinion crisis awareness,the improvement of the relationship between the police and the police media,improve the level of early warning from the improvement of relevant mechanisms and personnel construction and cultivation efforts to form a human-technical response mechanism;Strengthen positive advocacy as an aid.
