Research On The Management Of International Students Start-up In China Under The Background Of International Talent Competition

In the context of international talent competition and China building a major world center of talent and innovation,foreign students in China are becoming prominent as the potential talent resources.In July 2019,the National Immigration Administration issued the "Promoting and Copying 12 Immigration Convenience Policies",allowing foreign students to engage in innovative and start-up activities in China.However,the current management of foreign students starting up still has the practical problem,including that management concept needs to be improved,laws need to be amended and law enforcement problem needs to be solved.Therefore,the main problem is how to further improve the immigration management of foreign students and form comparative advantages in international talent competition through the effective immigration management and services.From the perspective of administrative process theory,the management of Foreign students in China has changed from "the Exit-Entry Administration",which traditionally serves the purpose of cultural propaganda,diplomacy and the opening up of the education,to "National Immigration Administration",which aims at attracting and retaining outstanding Foreign students all over the world.The previous management of foreign students was based on the principle of "administrative actions" which has its limitations.Therefore,we should adopt a process-oriented immigration administration model that focuses on the "administrative process" and consider the management of foreign students in China as an "administrative process" with comprehensiveness,dynamics and relevance.This paper studies the current situation of foreign students’ management in China and proposes suggestions for improvement in the following three aspects based on the management experience of typical countries.First,the management concept of foreign students starting up in China should be innovated.The second is to further improve the management laws and regulations.Third,we should establish process-oriented immigration administration.Therefore,we could improve the service and management of foreign students starting up in China.
