Abstract/Summary:
Talent is the crucial resource for high-quality and sustainable development of China’s economy and society,and top talent is the main fresh force.In this talent competition,various regions,under the guidance of national talent policies,have issued talent introduction policies for various provinces and cities.Changzhou "Longcheng Talent" plan came into being in 2011.How to develop its own advantages and use its own advantages to attract more and more high-quality talent resources and retain the existing industrial talents is the first priority in talent work.This article uses Smith’s Policy Implementation Process Theory as the research framework,supplemented by Achievement Motivation Theory,and uses literature review,text analysis,questionnaire survey,and interview methods to summarize,and analyze "Longcheng Talent" plan.The study found that the implementation of the"Longcheng Talent" plan has four problems:difficulty in attracting talents,difficulty in retaining introduced talents,insufficient promotion of talent policies and insufficient satisfaction from talents.This article first analyzes the current situation of the"Longcheng Talent" plan from the perspective of policy texts,and then conducts a survey of the implementation agencies and target groups of the "Longcheng Talent" plan through questionnaires and interviews.The main reasons for analyzing the problems under the theoretical framework of Smith’s Policy Implementation Process are:insufficient policy support,unclear special fund guarantee policies;the supporting service system of the executing agency cannot keep up,and the policy promotion is not diversified enough;salary and other incentive conditions are difficult to meet talent needs,and the matching degree between talent and industry is not high;the pressure of regional competition is high,and the talent base is weak.This article believes that the existing "Longcheng Talent" plan can be optimized and adjusted by increasing policy support,optimizing supporting services,enhance policy exposure,improving the salary treatment for talents,matching talents related to industries,developing characteristic industries,improving urban competitiveness,and vigorously developing educational resources,to provide a useful reference for introducing more talents and to drive the development of key industries in G District of Changzhou City.
