When talk about the core of Chinese government management system,which can’t avoid talking about is Civil Servant system,especially the quantity amount of Civil servants who get the poor salary and narrow promotion channels who needs to be encouraged most urgently.How to improve the salary and enthusiasm of grass-roots has become key measures to stabilize the political power and improve the efficiency of the government.At the end of 2014,In order to stimulate the grass-roots civil servants,the Central Committee of the Communist Party of China issued the Parallel System of Civil Servants’ Positions and Ranks,revised in June 2019,has written the parallel system of Position and Rank in the law,which not only covers civil servants below county level,but also marks the realization of full coverage of civil servant ranks in administrative organs from top to bottom.With the implementation of the civil service position and rank promotion system,the incentive function appear gradually,based on fair theory,motivation theory and Smith policy implementation model theory,mainly adopts case study and questionnaire,author thinks the rank promotion of civil servants at the grassroots level exists some problems in the concrete implementation process,Such as personnel leftover problems from history can not solved immediately,The publicity of the system is not in place,the supporting mechanism is not timely improved,the process of promotion and assessment of rank is not transparent,the construction of supervision system is not perfect.Therefore,the practical significance of the author’s research lies in how to improve the implementation rules of the new system,make the system play a greater role and successfully solve some contradictions now exposed.Based on the specific data and cases of civil servants in Z District in the process of promotion,the paper analyzes the difficulties in implementing the new parallel system of position and rank in Z District and the specific reasons for the confusion.Finally,it draws a conclusion and puts forward suggestions on how to improve the implementation of civil servants’ rank system in Z District,which provides reference for the further implementation of the new system of civil service positions and ranks.
