For a long time,grass-roots civil servants have faced difficulties such as narrow promotion channels,slow increase in salary and benefits,and unclear career development prospects.In response,the newly revised Civil Servant Law provides detailed provisions for the parallel system of positions and ranks,providing legal support for solving the problems of too single promotion paths and excessive dependence on positions in the civil service team.The system practice over the past5 years has shown that the parallel system of position and rank has a certain positive significance for the construction and management of China’s modern civil service system,and is one of the effective incentive mechanisms for grassroots civil servants.In order to further analyze the operation of the system at the grassroots level,using the M county of Inner Mongolia Autonomous Region as an example and using methods such as literature analysis and empirical research.It has been found that some urgent problems have been exposed in the operation,such as unreasonable job limit,insufficient scientific assessment system,unscientific management of rank cadres,and a certain degree of impact on position cadres The work process is not open and transparent enough.In order to further strengthen the construction of the civil service team in China and enable the parallel system of job and rank to play a better role,five countermeasures and suggestions are proposed,including constructing a scientific and effective civil service assessment mechanism,distinguishing the incentive effect of job and rank,strengthening the scientific management of rank cadres,increasing the promotion preference for grassroots civil servants,and optimizing the work process of rank promotion,in order to provide reference for further optimization of the system. |
