| Today,when deepening reforms and continuously advancing the modernization of the country’s governance capacity and governance system,various systems have become an important guarantee for building a powerful modern socialist country.Policy is inseparable from both the subject and the object.From the perspective of policy implementation,the key to a policy is its implementation,and the key to its implementation lies in the policy executor.Civil servants at the grass-roots level are the front-line implementers of national policies and policies,and they are the most important part of grass-roots governance.There are many difficulties and heavy tasks in grass-roots work,and the treatment of grass-roots civil servants has not been improved for a long time.On the one hand,it is not conducive to the efficient and high-quality processing of grass-roots affairs.Faced with the current grassroots governance dilemma,the state is actively seeking solutions.In this context,the concurrent policy of position and rank came into being.Based on the current situation of the implementation of the parallel policy of grass-roots civil servants,and on the basis of clarifying the connotation of the parallel policy,this paper explores and analyzes the incentive effect and influencing factors of the parallel policy for grass-roots civil servants.The three dimensions of the evaluation of the incentive effect of the parallel policy of civil servants and the three influencing factors that affect the implementation of the parallel policy of the rank of civil servants have established a preliminary theoretical model analysis framework.Introduce structural equation model,use AMOS software to calculate the observed variable values collected from the questionnaire to clarify the dependent variable and independent variable,build an empirical analysis model according to the logical relationship in the research hypothesis,and study the effect of each influencing factor on the incentive effect of the rank parallel policy.strength of action.The research results show that the current incentive effect of the Lhasa rank parallel policy is good,but the fairness,rationality and effective implementation of the policy still need to be improved.Specifically,we can start from the following aspects: 1.Starting from the policy itself,focus on the rank level in the policy,and plan the rank reasonably.At the same time,it is also necessary to scientifically adjust the promotion conditions,and the promotion period can be appropriately adjusted.2.Starting from the policy implementation process,use rules and regulations to ensure the transparency of implementation operations.Mainly,the current personnel evaluation mechanism can be refined and scientifically improved.At the same time,strengthen the supervision of the promotion mechanism to ensure that the policy implementation is more fair and just.3.Starting from the supporting policies related to the policy,the financial guarantee is directly related to it here.Therefore,it is first necessary to build strong financial support to relieve the worries of the grassroots from a macro perspective.Secondly,it is necessary to continuously improve the salary system of civil servants and increase the basic salary and welfare benefits.Establish a scientific wage determination mechanism,and use dynamic adjustment to ensure grassroots stability. |
