The reform of the wage system directly affects the immediate interests of the grass-roots civil servants,affects the enthusiasm of the grass-roots civil servants,and also affects the stability of the grass-roots civil servants.At the beginning of 2015,China began to implement this reform at the sub-county level throughout the country,and we have already achieved phased results.In order to study the effects and shortcomings of the parallel system of posts and ranks at the grass-roots level,we will further improve the parallel system of posts and ranks of civil servants at the grass-roots level.Based on the questionnaire and interview,this paper studies the influence of opinion on the basic level civil servants,and the problems found in the course of policy implementation,such as the problem of fairness and the question of motivation.Through the research,it was found that the grass-roots level still agrees with the reform of the post and rank,which has a certain incentive effect.However,due to the long promotion period and the small increase in salary,the incentive effect is insufficient,and there is a lack of independence in the rank setting.The examination system is not standardized enough,and it is suggested that the promotion review mechanism should be improved by optimizing the conditions of rank setting,and at the same time,the system guarantees the conditions such as the assessment system and the supervision system.
