| This article tells the story of the national development and modernization of the social environment,follow suit civil service management system,to guarantee civil servants at the grass-roots level,thus creating the rank of this parallel to the position of civil servants promotion channels,and to encourage them to take root at the grass-roots level,energetic struggle,for the new era of contributions to the cause of socialism with Chinese characteristics.However,many problems have appeared in the parallel implementation of posts and ranks,such as inadequate policy propaganda before implementation,rigid policy cohesion,ceiling of promotion in terms of the system itself,and the ranks are not independent from the positions,opaque promotion procedures,unreasonable selection conditions,implementation effects are not oriented to the grass-roots level,power and responsibility mismatch,etc.As a result,the expected incentive effect is not fully reflected in the grass-roots civil servants,which makes the policy dividend discount,damages the interests of cadres,and is not conducive to the strengthening of organizational authority.Taking the tax system of W City as an example,on the premise of studying all kinds of policy documents and the research results of experts and scholars,this paper makes full use of basic incentive theories such as two-factor theory,equity theory and expectation theory to analyze the problems in the practical implementation process of concurrent job and rank in the tax system of W City,and summarizes and sorts out the problems and trace back to the source.And put forward targeted suggestions.First,standardize and improve the assessment procedure,so that the basis of parallel position and rank is more reliable;Second,to achieve the position and rank of progress,hand in hand to new,make the rank truly become a new channel for grassroots civil servants promotion;Third,optimize the rank promotion structure,so that civil servants can voluntarily take root in the grassroots and make achievements in the critical grassroots front line,and fully stimulate the incentive effect of concurrent position and rank on civil servants’ entrepreneurship. |
