With the rapid development of our country’s economy,politics and society,the appearance of the countryside and the quality of life of the people have been greatly improved.However,the economy is developing rapidly,but the gap between urban and rural areas is becoming more and more obvious.The Party and the government have always paid close attention to the "agriculture,rural areas and farmers" issues,and the No.1 Central Document has focused on the construction of new rural areas for many years.In 2017,the report of the 19 th National Congress of the Communist Party of China put forward the concept of "rural revitalization",which clearly proposed to improve the living environment in rural areas and continue to meet the needs of rural people for a better life.In 2018,the state issued a plan for "three-year rural living environment improvement".At present,my country is carrying out the improvement of rural living environment nationwide,and it has achieved initial results.However,the improvement of the rural living environment in my country started late,the development of various regions is unbalanced,and the problems are still very prominent,and there are still many shortcomings in the improvement work.difference.Taking Nanxian County,Hunan Province as the research object,this paper starts with the research status of domestic and foreign scholars on new rural construction,rural revitalization and human settlements.Under the background of the rural revitalization strategy,it puts forward the basic requirements for the governance of rural living environment,combined with the actual situation of Nanxian County in Hunan Province in the implementation of rural living environment governance,and analyzes the achievements Nanxian County has achieved in the governance of rural living environment in a comprehensive and in-depth manner.Results,measures taken and problems faced.Through research,it is found that after three years of rural living environment governance in Nanxian County,certain results have been achieved,but there are still insufficient publicity and mobilization of governance policies,weak environmental awareness of target groups,insufficient living environment governance,and insufficient living environment governance.Unbalanced work development,inadequate planning and supervision of village construction,and inadequate long-term mechanisms for human settlements environment governance.In studying the new village movement of foreign governments in South Korea,Japan in rural domestic sewage treatment,Germany’s experience in domestic waste treatment,and domestic grassroots governments in Zhejiang Anji County,Anhui Feidong County and Shaanxi Zichang City in the advanced experience of rural living environment governance,Some inspirations from Nanxian County in the implementation of rural living environment governance were obtained.Therefore,it is proposed that in the process of rural revitalization,Nanxian County needs to improve the overall planning of the village,strengthen the function of government governance,strengthen the linkage role of departments,give full play to the main role of villagers,increase financial security,introduce third-party institutions to actively participate,The countermeasures and suggestions on strengthening the talent guarantee mechanism,etc.,hope to play a practical role in improving the level of rural living environment and building ecologically livable new countryside in Nanxian County,and also hope to provide reality for other areas to improve the level of rural living environment governance,Learn from it to better promote rural revitalization. |
