In building a modern socialist country,the most arduous and onerous task remains in the rural areas.The Communist Party of China has always attached great importance to the issue of "three rural areas",and the 20th Party Congress has made specific arrangements for the comprehensive promotion of rural revitalization,and emphasized "promoting Party building to lead rural revitalization".The No.1 Document of the Central Government in 2023 also repeatedly stresses the importance of building rural grassroots party organizations.Effective governance is the foundation for the comprehensive promotion of rural revitalisation,and embedding Party building into the whole process and all aspects of rural governance has become the key to rural governance in the new journey.As the last kilometre of implementing the Party’s lines,guidelines and policies,rural grassroots party organisations not only guarantee the effective realisation of rural governance,but also promote the modernisation and development of rural areas.Therefore,an in-depth study on the enhancement of the leading role of rural grassroots party organisations in the context of rural governance is a powerful response to the demands of rural social development.Based on Marxist theory and the background of rural revitalization strategy,this paper,on the basis of clarifying the core concept,relevant theories,value and significance as well as specific contents,adopts the literature research method,case study method and in-depth interview method to conduct an in-depth research on village Z.It understands that the grass-roots party organizations in village Z have adopted the main practices of strengthening the cultivation of organizational "leading geese",exploring the "three links and three leads" model,carrying out cultural flourishing actions and implementing the "five villages" project in leading rural flourishing actions and implementing the "five villages" project in leading rural governance.The main practices adopted by the grassroots party organisations in Z village in leading rural governance include strengthening the cultivation of organisational "leaders",exploring the "three links and three leads" model,carrying out cultural prosperity actions and implementing the "five villages" project.The project has led to the gradual manifestation of the role of grass-roots party members,a more vibrant collective economy,the building of a civilised countryside and a new look for the countryside.At the same time,through interviews with township party committees,village committee staff and villagers,we found that there is a lack of understanding of the intrinsic link between grassroots party building and rural governance,the governance mechanism of co-construction and shared governance has not yet been fully formed,there is a lack of governance capacity of multiple subjects to varying degrees,and it is still difficult to gather the consensus of grassroots values.Therefore,based on the main content of rural grassroots party organizations leading rural governance,and based on the valuable inspiration from historical practices and typical experiences of governance models,it is suggested that rural grassroots party organizations should improve their governance capacity at four core levels:political,organizational,service and cultural,and the following optimization paths are proposed:strengthen political party building to consolidate the political foundation for rural revitalization;strengthen organizational leadership to consolidate the organizational foundation for rural governance;attach importance to service leadership to better meet the needs of rural people.The Party should also put forward the following paths for optimisation:strengthen political party building to consolidate the political foundation for rural revitalisation;strengthen organisational leadership to consolidate the organisational foundation for rural governance;attach importance to service leadership to better meet the diversified needs of the farmers;and strengthen cultural construction to stimulate the spirit of mainstream values and ideas. |
