The report to the 20th National Congress of the Communist Party of China put forward that the Party will guide community-level governance through Party building and China will take efforts to improve the mechanism for community-level self-governance under the leadership of primary-level organizations.Leading community governance with Party building is a unique advantage of China’s community governance.Whether primary-level Party branches can effectively lead community governance directly affects the Party’s leading core position at the grassroots level and its role in community governance.Community governance is an essential part of the Party’s governance at the grassroots level.the Party’s leadership in its grassroots organizations should be strengthened to lay a solid foundation for primary-level governance and increase its efficiency.Only by emphasizing the Party’s leadership can we achieve a win-win situation for Party building and community governance.This paper follows the basic idea of meta-governance and collaborative governance theory,using literature research,survey interviews,questionnaires,case studies,and induction to study Party-building-leading community governance in Sanyuan District,Sanming City.In recent years,Sanyuan District has carried out measures to highlight the role primary-level Party branches play in grassroots governance.Practices including "one party committee and three centers," residents’ night talks,and in-service party members’ voluntary activities in the community have achieved noticeable results in political guidance,service support,coordination of mass interests,resource integration,public cohesion,etc.However,leading grassroots governance with Party building still needs to improve.This article mainly discusses six problems: the lack of a more scientific mechanism for primary-level party organizations,inadequate people’s participation in community governance led by the Party organizations,underdeveloped service capability of Party organizations,the insufficient innovation capability of Party building,obscure effectiveness of governing by a combination of law and virtue,and unremarkable results in governance based on collaboration and broad participation.These problems are mainly due to the weak foundation of community governance,the tendency of stiff administration,the uncoordinated relationship between grassroots Party organizations and community governance,the lack of innovative awareness,and the irrational gaming with other self-governance organizations.Therefore,this paper combines the practice of community governance led by Party building in Sanyuan District and systematically proposes five countermeasures for optimization and improvement: first,to establish and improve the scientific mechanism structure of "one party committee and three centers";second,to strengthen the participation of residents in community governance led by Party organizations;third,to strengthen the service capability of Party organizations;fourth,to comprehensively explore and enhance the innovative awareness of grassroots Party building;fifth,to encourage governance by both law and virtue,improving social governance based on collaboration and broad participation.This article proposes at last that optimizing the system of Party-building-leading community governance in Sanyuan District helps stimulate new vitality of the community and improve the effectiveness of community governance. |
