Party Building Leading Rural Grass Roots Governance In The New Era: Current Situation Analysis And Countermeasures

The report of the 20 th Party Congress points out that "promoting party building to lead grassroots governance,continuing to rectify weak and lax grassroots party organizations,and building grassroots party organizations into strong fighting bastions to effectively achieve party leadership".Party building leading rural governance is a major political proposition put forward in the new era by the Party Central Committee with Comrade Xi Jinping at its core,which contains profound theoretical and practical connotations.As the leading core of China’s rural society,rural grass-roots party organizations are the "golden key" to the development of rural undertakings.By giving full play to the advantages of party building,enhancing the leading role of party building,and using party building as a grip,leading the grassroots multi-body participation in rural grassroots governance,integrating the "three governance" in rural areas,coalescing the synergy of grassroots governance,and exploring an effective path to modernize rural grassroots governance.To study the modernization of rural grassroots governance led by party building,we need to clarify the relationship between grassroots party building and rural governance,and explore countermeasures and suggestions through the analysis of the real situation.Based on the summary of existing research results,the development of governance subjects at each stage is analyzed by the literature method and historical analysis method to clarify the development trend of rural governance.There is a dialectical relationship between rural grassroots social governance and grassroots party building,which can provide strong ideological and political guarantee,organizational guarantee and institutional support for rural grassroots social governance,and rural grassroots social governance promotes party building work.Analyzing the real situation of Party building leading rural grassroots governance,Party building leading rural grassroots governance practice is fruitful,the way of governance is widely recognized,and regional development is more energetic.However,due to the problems of insufficient construction of party organizations themselves,lack of organizational behavior strength and multiple forces to be integrated,therefore,by investigating micro cases,thus grasping the specific behaviors and effectiveness of two innovative cases in Yangzhong County,Jiangsu Province and Haimen District,Jiangsu Province,and summarizing specific experiences,we aim to propose countermeasures and suggestions with macroscopic applicability for the modernization of party building-led rural grassroots governance in the new era.In terms of organizational construction,the organization’s centripetal force is enhanced through the creation of high standardized branches and high level teams;in terms of behavioral strength,the combination of "three governance" at the rural grassroots level is used as a grip to stimulate the vitality of the subjects’ participation in rural grassroots governance through socialist core values,improve the Party building-led rule of law system and stimulate the people’s participation in rural revitalization endogenous power;in terms of In terms of governance synergy,we will enrich and improve the platform of rural grassroots governance,stimulate the vitality of subjects’ participation in rural grassroots governance,and promote and apply the innovative experience of Party building-led rural grassroots governance.Please translate in English.
