Research On The Primary-level Party Organization Building Leads The Modernization Of Rural Governance

The report to the 20th National Congress of the Communist Party of China pointed out that one of the essential requirements of Chinese modernization is to achieve common prosperity for all.Therefore,solving the problems of agriculture,rural areas and rural residents,and effectively connecting poverty alleviation and rural revitalization have become key areas of concern for the Communist Party of China and China.In the context of the modernization of national governance in the new era,the pursuit of the effectiveness of rural governance is an important breakthrough and vane to achieve rural revitalization.Rural governance and its modernization goals have become an important starting point for the Party and the state to solve the problems of agriculture,rural areas and rural residents,boost rural revitalization,and realize the modernization of national governance.The modernization of rural governance cannot be achieved without the guidance and strengthen primary-level Party organizations in rural areas.However,there are also many problems,such as the tension between strengthening primary-level Party organizations in rural areas and primary-level democracy,the weak ability of the primary-level Party building to lead the development of rural industry and economy,the weak leading effect of rural primary-level Party organizations in moral governance and the incoordination among the multiple subjects of rural governance.In this regard,this paper adheres to the problem-oriented,takes the practice research in Z town as the case,combines the relevant research results of the existing academic circles on "primary-level Party organizations building in rural areas " and "rural governance modernization",adheres to the unification of theory and practice,combines field investigation and literature research,and deeply analyzes the problems and experience in the rural governance modernization led by the grassroots party building in Z town.On this basis,explore how to lead the effective path of rural governance modernization with the construction of primary-level Party organizations in rural areas.It is found that the only way to realize the strategic goal of modernization of rural governance is to take the achievements of primary-level Party building as the guide and give full play to the functions of rural grass-roots party organizations in rural democratic self-governance,industrial economic development and rural civilization construction.In addition,it’s necessary to strengthen the leadership core position of rural primary-level Party organizations in the collaborative governance of rural areas by multiple subjects,and build a good community structure of rural governance.
