| The report of the 19th National Congress puts forward that the strategy of rural revitalization takes "industrial prosperity,ecological livability,rural civilization,effective governance and rich life" as the general requirement,in which "effective governance" is the basis,the nation wants to rejuvenate,the countryside must revitalize,and the rural governance must be effective.At present,our country has entered the14 th Five-Year Plan period and started a new journey of building a socialist modern country.Rural society will shoulder severe challenges and heavy responsibilities.Rural Party organizations,as the "backbone" of rural society,play an important role in implementing the Party’s principles and policies and promoting the strategy of rural revitalization.The rural party building work should be combined the actual situation of the rural field,discuss the target task of the rural party building leading the rural governance.By analyzing the predicament and reason that the party building faces in the process of leading the rural governance,and put forward the countermeasures and suggestions to solve the predicament.Based on the background of rural governance and G town as the research object,this study focuses on the theme of rural party building leading rural governance.The paper is mainly divided into seven parts,the first part is the introduction,expounds the research background and significance,domestic and foreign research review,and explains the research ideas and methods,innovations and shortcomings of this paper.The second part is the theoretical overview,which defines the relevant concepts of rural governance and rural party building,and summarizes in detail Marx,Engels and Lenin’s theory of rural party building,the theory of rural party building of China and the theory of good governance,which lays the theoretical foundation for the paper.The third part is the change and current situation,combs our country countryside party construction to lead the countryside governance change and the goal task,summarizes G town party construction to lead the countryside governance present situation in detail.The fourth part is the predicament,through the present situation analysis,it is found that the Party building in G town leads the rural governance in the process of team building,system implementation and rural governance ability.The fifth part is the analysis of the reason,which shows that the causes of these problems are reflected in the construction of rules and regulations,the construction of party organizations themselves and the guarantee of basic conditions.The sixth part is the experience and inspiration,enumerates three excellent cases of rural party building leading rural governance in China,draws lessons from the experience.The seventh part is the countermeasure and suggestion.Based on the above analysis and the experience summary of excellent cases,this paper puts forward feasible countermeasures from three aspects: strengthening the system construction,strengthening the organization construction and perfecting guarantee mechanism,so as to promote rural party building to lead rural governance to modernization. |
